Port of Portland is hiring for a
Dredge Quality Control Program Manager! We are seeking a qualified Dredge Quality Control Program Manager to oversee our quality control initiatives for dredging operations at the Port. This role is essential in ensuring our projects meet the highest standards of quality and compliance with regulatory requirements.

Your role:
You'll be responsible as the point of contact between the Port of Portland and the United States Army Corps of Engineers (USACE) and will be the primary individual responsible for quality control.
Some Saturday work will be required during the dredge season (generally June through December).

Essential Job Duties
-
- Manage and implement the Quality Control (QC) program on United States Army Corps of Engineers (USACE) contract.
- Lead QC planning, partnering, preconstruction, and coordination.
- Immediately stop any segment of work or individual which does not comply with the contract and plans and specifications, and direct the correction (or removal) of any non-compliant work.
- Hold weekly QC meetings with the team and the contracting officer or their representative.
- Monitor, update, and notify the contracting officer of any proposed changes to the QC plan.
- Coordinate all specified and on-site testing and personnel required by the contract.
- Collect production data, prepare reports, and submit the required daily dredging, quality control, pre and post placement documentation for placement sites and water quality reports in US Army Corps of Engineers Quality Control System (QCS) software for the USACE.
- Inspect all work (and rework) to ensure its compliance with contract requirements.
- Update plots daily during dredging, and maintain an up to date set on site.
- Confirm that all applicable tests, special inspections, and observations required by the contract are performed.
- Work closely with Dredge Captain and Shore Superintendent with coordination of daily operational activities and implement and manage the three phase quality control system.
- Work closely with Site Safety and Health Officer (SSHO) to promote safety in the operation, attend safety meetings, safety committee meetings and maintain compliance with Port, USACE, Occupational Safety and Health Administration (OSHA), and United States Coast Guard (USCG) rules, regulations, and safety procedures, collect safety deficiency list from SSHO, submit to USACE via QCS.

Minimum Qualifications

Education and experience:
- Bachelor's Maritime, Construction, Engineering, or related field.
- Minimum five (5) years of professional experience in progressively more responsible positions and shipyard experience including repair and maintenance.
- Construction Quality Management for Contractors training required within 6 months of hire. All training costs and fees will be paid for by the Port of Portland.
- Maintain a valid state drivers' license is required.
- OSHA 30-hour training is preferred.
- CPR/AED/First Aid certification is preferred.
- Familiarity in the following will be helpful:
- Mechanical, electrical, and hydraulic functions associated with cutter suction trailing pipeline dredging.
- OSHA, US Coast Guard, and US Army Corps oversight.
- Strong understanding of US Army Corps of Engineers Quality Control System (QCS) software.
Demonstrated skills and knowledge:

SELECTION PROCESS (tentative schedule):
- A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources.
- A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials including any responses to the supplemental questionnaire.
- Our goal is to schedule oral panel interviews with candidates that successfully passed the SME evaluation step as soon as possible.
