Measure of Effectiveness Officer 92026-0219)

We are seeking an experienced Measure of Effectiveness (MOE) Officer to support program evaluation activities for a government client. The MOE Officer will lead data collection and data analysis activities to produce key performance insights, applying all-source analysis and research skills to help the client measure and improve the performance of mission-support activities. The Officer will also support implementation of recommendations adopted by the customer and will interact regularly with stakeholders at all levels, including senior leadership. This role suits a curious, data-savvy consultant who wants visible impact on a client's mission.

Duties and Responsibilities

• Consult with teammates and clients on the development, prioritization, and implementation of process improvement and program evaluation tasks.
• Lead data collection and analysis activities to produce performance insights and recommendations.
• Prepare visual presentations of data and analysis.
• Prepare reports and presentations for senior leadership covering research plans, activities, findings, and recommendations.
• Brief senior-level customers on research plans, activities, findings, and recommendations.
• Support implementation of recommendations adopted by the customer.

Supervisory Responsibilities

• This position has no supervisory responsibilities.

Education and Experience

• Bachelor's degree required.
• 5-7 years of experience in a consulting role in the Intelligence Community.

Required Qualifications

• Active TS/SCI clearance with polygraph.
• Knowledge of and experience in the fundamentals of all-source intelligence analysis.
• Excellent analytical and problem-solving skills.
• Excellent oral presentation and briefing skills.
• Familiarity with the customer's report writing standards.
• Attention to detail, with the ability to manage status reporting, scheduling, and project communications through to completion.
• High degree of personal integrity.
• Strong interpersonal skills and the ability to work well independently and as part of a team.
• Ability to work in a dynamic environment, managing concurrent tasks and meeting deadlines.

Preferred Qualifications

• Experience developing and deploying strategic communications.
• Proficiency with software and databases used to support research and analysis for the U.S. Government.
