POSITION PURPOSE:
The Quality Assurance (QA) Manager manages the QA Program and ensures all contract requirements are met; serves as the primary point of contact with the U.S. Department of Energy (DOE) for issues related to Quality Assurance.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

- Develop and implement a Quality Assurance Plan in accordance with DOE O 414.
- Develop and implement the Software Quality Assurance Program in accordance with DOE O 414.
- Develop, implement, and maintain the ISSC Contractor Assurance System Plan in accordance with DOE O 226.
- Ensure QA Program implementing procedures are compliant with applicable requirements and properly implemented.
- Establish CAS performance measures and methods to monitor and report contractor performance.
- Develop and submit the quarterly CAS trend report to management and DOE.
- Establish an annual integrated oversight schedule of audits and assessments to be performed based on input from SMEs.
- Ensure lead auditors and assessors are qualified to perform assignments.
- Perform audits and assessments as assigned and in accordance with implementing procedure.
- Review completed audits and assessment to ensure compliance with implementing procedures.
- Ensure internal findings are properly categorized (e.g. non-conformance, CAQ, SCAQ).
- Maintain a Qualified Suppliers List in accordance with implementing procedure.
- Submit ORPS Reports in accordance with implementing procedure.
- Provide training to staff and ISSC employees as needed to ensure compliance with QA Program implementing procedures.
- Serve as the ISSC Enforcement Coordinator in accordance with implementing procedure.
- Determine the need to conduct fact findings and causal analyses and lead or assign lead to conduct these processes.
- Ensure submittal of QA related contract deliverables as scheduled.
- Serve as the DOE contact for QA matters.
SUPERVISORY RESPONSIBILITIES:
Supervises personnel assigned to the Quality Assurance department
Foster a strong safety culture through taking ownership of employee concerns and providing frequent feedback on the status of those concerns until resolved.
MINIMUM QUALIFICATIONS:
Education and Experience:
- Bachelor's degree in the field of engineering, quality or comparable field of study.
- 8+ years directly applicable experience
- 2+ years management experience
- Certification and experience in auditing to a recognized quality standard in ISO 9001 preferred
- Training and experience performing causal analyses.
Skills and Abilities:
- Proficient in use of computer software to include MS Office tools and database management
- Exceptional interpersonal, communication, and technical writing skills
- Time management and delegation skills
Special Requirements:
- Must be a citizen of the United States and authorized to work in the US
- Must have a valid driver's license and be able to operate a government vehicle
- Must be able to obtain and maintain an "L" Department of Energy security clearance, if requested
PREFERRED QUALIFICATIONS:
- Previous U.S. Department of Energy QA experience highly preferred
- Experience with NQA-1 quality standard strongly preferred
PHYSICAL DEMANDS:
- Must be able to meet the physical capacity requirements of this position as determined by the Occupational Medical Provider
- Able to wear company-provided personal protection equipment if/when required
- Must be able and willing to work in a radiological facility
- Must be willing to work in the field as needed to support projects
WORKING ENVIRONMENT:
The work is conducted both indoors and outdoors. While performing the duties of this job, the employee may be exposed to outside weather conditions. The noise level in the work environment is normally mild to moderate. The employee will be exposed to moving mechanical equipment, machinery, and vehicles. The employee must be able to stand for long periods and walk across uneven terrain.
