Overview

This position is primarily responsible for the Orange & Rocklands (O&R) Emergency Response Plans (ERPs), Corporate Instructions and other guiding documents relative to emergency preparedness; and supporting emergency incidents (e.g. Large-scale gas outages & electric events).

As it relates to the ERPs and other applicable guiding documents, this position will be responsible for working with the stakeholders to ensure the plans accurately reflect the processes utilized to prepare and manage the companys response to system and storm emergencies to expeditiously restore our customers. This position shall also work in conjunction with the operating groups to ensure an effective storm/system preparation, restoration, and recovery; regulatory compliance and relationships; and maintaining internal and external relationships.

Responsibilities

Core Responsibilities
  • Primarily support Orange and Rockland (O&R).
  • Maintain and develop O&R Emergency Response Plans (ERPs), guidelines, and other pertinent guiding documents, and ensure integration throughout the company.
  • Ensure that the various plans are completed as required, meets stakeholder needs, and working in conjunction with the operational groups, ensure that company personnel are prepared for responding to emergency events. The plans should include comprehensive details on effective storm/system preparation, restoration, and recovery; regulatory compliance and relationships; and maintaining internal external relationships.
  • Manage post-event Electric Storm Scorecards and/or Part 105 reports throughout the Company and facilitate the completion of each when applicable.
  • Support the Mutual Assistance process as required.
  • Support Incident Command System (ICS) mobilizations (e.g. storms, large scale gas outages, electric events, etc.).
  • Attend meetings, conferences, and workshops related to emergency preparedness/management in order to learn best practices and develop working relationships with industry partners.
  • Support the System Emergency Assignment (SEA) Program for O&R.
  • Perform benchmarking with peer utilities and communicate best practices.
  • Collaborate with Operations and Shared Services to identify their needs and resources as it relates to Plans, etc..
  • Assist with the designing and facilitation of the O&R 101 Seminar.
  • Participate and assist in the development of various exercises related to O&R Gas & Electric Operations.
  • Co-facilitate in conjunction with EPs Exercise, Training and Liaison department the after action process following exercises and incidents.
  • Work with regulatory staff, local fire departments, and emergency management organizations to adopt the principles of the Pipeline Emergency Responders Initiative (PERI).
  • Perform other related tasks and assignments as required.

Qualifications

Required Education/Experience
  • Bachelor's Degree and 3 years of related work experience. or
  • Associate's Degree and 5 years of related work experience. or
  • High School Diploma/GED and 7 years of related work experience.
Relevant Work Experience
  • Demonstrated understanding of and experience with the Incident Command System (ICS). Required
  • Possesses excellent oral and written communication skills and demonstrate ability to effectively interact with customers, support staff, and various levels of management and the union. Required
  • Has strong analytical, technical, organizational and program/project management skills. Required
  • Ability to exercise independent judgment and render sound business and policy decisions. Required
  • Must be well organized, detail oriented, flexible to handle multiple tasks with changing priorities and critical deadlines. Required
  • Must have a proven track record of working well in team situations and be willing and able to lead multi-discipline teams.
  • Required
  • Computer literacy with proficiency in Microsoft Outlook, Word, Excel, PowerPoint, and Adobe Acrobat Pro is required. Required
Licenses and Certifications
  • Driver's License Required
  • Other: CS-100: Introduction to the Incident Command System, ICS-200: ICS for Single Resources and Initial Action Incidents, ICS-300: Intermediate ICS for Expanding Incidents
Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must be able and willing to travel as needed.
  • Must be able to provide off hours support as required.
