Clinical Operations Resource Manager (Clinical Resourcing) Hybrid - Raleigh, NC Highly Preferred

Are you passionate about solving complex workforce challenges and helping clinical teams deliver life-changing therapies to patients around the world?

We are seeking an experienced Clinical Operations Resource Manager to join our Clinical Resourcing team supporting global clinical development programs. This highly visible role serves as a strategic partner to Clinical Operations leadership and plays a critical role in ensuring the right resources are available at the right time to support successful study delivery.

This is an excellent opportunity for a resource management professional who thrives in a fast-paced CRO environment and enjoys combining workforce strategy, data analysis, stakeholder engagement, and operational problem-solving.

Please Note:

  • This role requires prior Clinical Resourcing and/or Clinical Operations Resource Management experience within a CRO environment. Candidates must have direct experience owning resource planning, workforce allocation, forecasting, utilization management, and resourcing decisions supporting clinical research programs.

  • **This is not an HR Resource Manager position. Candidates whose experience is limited to administrative staffing coordination, assignment tracking, or facilitating resource requests through line managers without ownership of resourcing decisions will not be considered.**

  • Strong preference will be given to candidates located in the Raleigh-Durham area who can work in a hybrid environment. Exceptional remote candidates with highly relevant experience may be considered.

WHAT YOU WILL DO

As a Clinical Operations Resource Manager, you will be responsible for workforce planning, resource allocation, forecasting analysis, and strategic resourcing decisions across assigned clinical portfolios.

Resource Planning & Allocation

  • Own resourcing decisions and workforce planning strategies for assigned clinical programs and portfolios

  • Partner with Clinical Operations leadership to proactively identify staffing needs and develop resource solutions

  • Balance competing resource demands while ensuring business priorities and study timelines are met

  • Lead prioritization discussions when resource demand exceeds available capacity

  • Manage complex resourcing escalations and workforce planning challenges

Forecasting & Workforce Strategy

  • Interpret forecasting data and translate demand signals into actionable workforce plans

  • Monitor utilization trends, forecast variance, assignment accuracy, and resource availability

  • Identify hidden capacity and staffing opportunities across portfolios

  • Support hour-based resource planning methodologies and forecasting processes

  • Provide workforce planning recommendations to operational leadership

Data Analytics & Reporting

  • Utilize Power BI dashboards and workforce planning tools to analyze:

    • Resource utilization

    • Capacity planning

    • Forecast variance

    • Assignment discrepancies

    • Hiring demand signals

    • Workforce trends

  • Translate workforce analytics into business recommendations and staffing strategies

  • Present findings and recommendations to operational leaders and stakeholders

Stakeholder Partnership

  • Facilitate resource planning discussions with senior business and operational leaders

  • Drive adherence to forecasting and resource management processes

  • Communicate resource risks, mitigation plans, and staffing recommendations

  • Influence decision-making through data-driven insights and operational expertise

Process Improvement

  • Support continuous improvement initiatives related to workforce planning and resource management

  • Drive adoption of resource planning methodologies and best practices

  • Train and mentor team members on resourcing processes, systems, and tools

  • Support compliance with workforce planning standards and procedures

WHO YOU ARE

Required Qualifications

  • Bachelor's degree or equivalent combination of education and experience

  • Significant experience within a CRO environment is required

  • Prior experience in Clinical Resourcing, Workforce Planning, Clinical Operations, Clinical Research Operations, or Resource Management

  • Direct experience owning resourcing decisions and workforce allocation activities

  • Experience balancing competing resource demands across multiple projects, programs, or portfolios

  • Experience utilizing workforce planning data to support business decisions

  • Experience working with forecasting models and resource planning systems

  • Experience using Power BI or similar business intelligence/reporting tools

  • Strong analytical, organizational, and problem-solving skills

  • Excellent communication, presentation, and stakeholder management abilities

  • Ability to influence senior leaders and drive decision-making

  • Ability to thrive in a fast-paced, high-demand environment

Required Experience

Candidates must have direct experience with the following:

Clinical Resourcing Ownership

  • Clinical research industry experience within a CRO environment

  • Understanding of CRO operating models and clinical trial delivery

  • Experience supporting global clinical development organizations

This experience is required for consideration. Candidates without direct Clinical Resourcing ownership experience within a CRO environment will not be considered.

  • Direct Clinical Resourcing experience supporting global clinical operations organizations

Salary Range:

$79,800.00 - $139,600.00

The base salary range represents the anticipated low and high of the Syneos Health range for this position. Actual salary will vary based on various factors such as the candidate's qualifications, skills, competencies, and proficiency for the role.
