SUMMARY

The Field Supervisor - Health Promotion leads the planning, implementation, and evaluation of public health programs and initiatives in community outreach and engagement, chronic disease and injury prevention, and/or community traffic safety. This role supervises staff, manages grants and program activities, and collaborates with internal teams and community partners to promote equitable access to health resources and improve population health outcomes. The position ensures programs align with public health standards, funding requirements, and evidence-based practices to effectively serve diverse communities.

This is considered an Essential Position within the Office of Public Health. Essential Employees are obligated to report to work as scheduled or remain at work during emergencies. Essential employees carry out essential job functions or assigned emergency duties which may involve assignments within the Department Operations Center, Emergency Operations Center, deployment to a field location to participate in public health activities, or other duties as required during periods of emergency. If received, emergency assignments may be performed under adverse conditions and continue for periods ranging from a few hours to several weeks, months, etc.

Reports directly to Director, Health Promotion.


ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential Functions and Accountabilities

  • Direct supervision of the Health Promotion programs and staff.
  • Provide training, guidance, and technical support to ensure effective program delivery.
  • Meet regularly with staff to ensure that program deliverables meet expected program goals and objectives.
  • Manage program budgets and resources efficiently.
  • Use evaluation findings to improve program effectiveness and inform decision-making.
  • Ensure ethical and accurate data collection, analysis, and reporting.
  • Implement and monitor policies and procedures in alignment with program objectives.
  • Approve staff expense reports, leave requests, and related administrative documentation.
  • Ensure accurate and timely entry of staff timecards in accordance with county systems and procedures.
  • Assist in maintaining and periodic review of all divisional programs, policies and procedures.
  • Conduct staff performance evaluations in accordance with department policy.
  • Maintain a professional public image and serve as a departmental representative in meetings, conferences, committees, task forces, health fairs, and community events.
  • Flexible and able to work extended working hours, which may include weekends/holidays as necessary.
  • Perform other related duties as assigned.

Community Traffic Safety

The Supervisor of Community Traffic Safety supervises program staff in the development and delivery of community traffic safety programs and the planning, implementation, and evaluation of the Community Traffic Safety Project grant funded through PennDOT. This position ensures compliance with grant requirements, coordinates with community partners, and leads public education campaigns aimed at reducing traffic-related injuries and fatalities.

  • Supervise program staff in the development and delivery of community traffic safety programs.
  • Develop, implement, and evaluate traffic safety programs aligned with grant objectives.
  • Monitor program performance and ensure compliance with grant guidelines and requirements.
  • Prepare and submit required reports and documentation to funding agencies.
  • Collaborate with schools, law enforcement, and community organizations.
  • Organize and participate in outreach events and safety campaigns.
  • Collect and analyze traffic safety data to identify trends and inform target interventions.
  • Identify grant funding opportunities and apply for grants related to community traffic safety education and programming.

QUALIFICATION REQUIREMENTS

  • Bachelor's degree in public health, health education, health science, or a related field with 30 science credits.
  • Two years of experience developing, implementing, or evaluating public health programs or initiatives, preferably in areas such as community outreach, chronic disease and injury prevention, or traffic safety.
  • Duties require travel throughout the county; must have a reliable means of transportation and a valid driver's license.
  • This position requires the following clearances as a condition of employment: Child Abuse History Clearance, PA Criminal Record History, and FBI Fingerprint Clearance.
  • Onsite in-person attendance is required as directed by Supervisor or Administrator.
  • This position is grant funded, subject to the availability of funds.

Experience and Skills

  • Knowledge of public health, traffic safety, injury prevention, and grant management.
  • Proficiency in data analysis, grant writing, and community outreach, with the ability to present public health information effectively.
  • Strong communication and interpersonal skills, including the ability to convey ideas clearly and concisely in both oral and written formats, collaborate to solve complex problems, and engage diverse audiences in a culturally sensitive manner.
  • Proficient in the use of office and audiovisual equipment, as well as software including Microsoft Office and Adobe products.
  • Detail-oriented, well-organized, and capable of managing multiple priorities, including supervising and training personnel.
