Job Summary

Under the administrative oversight of the Executive Director of Therapy Services, and the Medical Director's clinical oversight the Clinical Operations Manager (COM) for Respiratory Care Services (RCS) ensures that all programs, practices, policies and procedures defining the provision of patient care and scope of practice for RCS are consistent with the Medical Center's policies, goals, and quality standards.

The COM is responsible for ongoing regulatory compliance and follow up, represents RCS on several medical center committees, and is responsible for employee relations oversight, promoting employee engagement opportunities, personnel recruitment, personnel hiring and termination. Most importantly, the COM is responsible for ensuring that patients move safely and efficiently through the system, and that clinical teams have what they need - staff, space, equipment, and coordination - to deliver care without delay. This role is not only administrative, but has scope related to bedside care delivery, hospital operations, workforce management, and quality and safety.

UC Davis Health is a complex organization, and the Clinical Operations Manager will gain administrative and clinical experience overseeing operations in multiple ICUs with different clinical specialties (Neuro, Trauma, Cardiothoracic, Burn, PICU, NICU), pediatric and neonatal quaternary care, high transfer volume from across the region, advanced therapies like ECMO and transplant-level care, and have the unique experience of leading in a teaching environment with residents and fellows. The Clinical Operations Manager ensures that all functions operate cohesively in all four pillars: Throughput and Patient Flow, Capacity and Resource Management, Reliability of Care Delivery, Quality, Safety, and Compliance.

This role is key in addressing real-time operations daily, using data driven management tools to identify trends before crises arise, and aligning staffing models with demand for services. In this role, cross-functional leadership will occur daily as well, working with nurses, physicians, respiratory care, case management, and finance, facilitating alignment across service lines, and translating operational problems into actionable plans. A high-performing Clinical Operations Manager will keep ICU and hospital flow moving smoothly, minimize avoidable delays, maintain high reliability in critical services, anticipate and mitigate capacity constraints before they escalate, align staffing with real workload, not just schedules, and support safe, compliant care delivery. This role is also highly visible across the organization - the person who is called when something goes wrong, the bridge between departments that do not naturally align, the one translating frontline challenges into executive decisions. The role requires strong situational awareness, comfort with ambiguity, the ability to act quickly with incomplete information, and the ability to develop credibility with clinical teams. The Clinical Operations Manager is a leader who ensures that a highly complex clinical system functions as a coordinated, responsive, and reliable whole - especially when demand is high and margins for error are lowest.

The COM is responsible for the direction and oversight of the Respiratory Care Department in the Executive Director of Therapy Services.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Current and valid CA Respiratory Care Practitioner License
  • Current and valid Registered Respiratory Therapist credential from National Board for Respiratory Care
  • American Heart Association (AHA) Pediatric Advanced Life Support (PALS)
  • American Heart Association (AHA) or American Red Cross Basic Life Support (BLS), or UC Davis Health CPR
  • Bachelor's degree in a science or business field and / or equivalent experience / training
  • Minimum five (5) years of experience as a Registered Respiratory Therapist in an Acute Care Hospital.
  • Knowledge of the clinical and scientific basis and effects of Respiratory Care procedures, equipment and medications
  • Ability to collect data and reports for the JC and the California Department of Public Health
  • Knowledge of and adherence to departmental and hospital policies and procedures
  • Ability to read, write, speak and understand the English language.
  • Ability to utilize medical terminology appropriately
  • Skill to work accurately and quickly under pressure
  • Understanding of performance improvement techniques
  • Communication that is professional in both verbal and written languages to visitors, patients and other health care providers.
  • Ability to work collaboratively with staff, nurses, physicians and other department managers and hospital personnel
  • Basic computer skills and the ability to work on the computer for several hours each day

Preferred Qualifications

  • Specialized certifications in healthcare management, such as Fellow of American College of Healthcare Executives (FACHE), Certified Medical Practice Executive (CMPE), Lean Six Sigma (Black or Green Belt), Certified Professional in Healthcare Quality (CPHQ), Certified Professional in Patient Safety (CPPS), Certified Healthcare Financial Professional (CHFP), or Prosci Change Management Certification.
  • Graduate Degree.
  • Experience managing operational scorecards using evidence-based clinical guidelines (i.e. Institute for Clinical Systems Improvement (ICSI) or Hospital Consumer Assessment of Healthcare Providers and System data (HCAHPS).
  • Prior healthcare management experience.
  • Prior outpatient respiratory care experience.

Department Overview

The Department of Respiratory Care at UC Davis Health is not a support service, it is a core clinical infrastructure department that enables the hospital to function as a level 1 adult and pediatric trauma center, level IV NICU referral center, ECMO-capable tertiary/quaternary care center, and an academic teaching hospital. The Clinical Operations Manager oversees 8 Supervisors, 28 RT2's who function as departmental resource staff, 122 RRT1 and 22 RT Per Diem bedside therapists. Staffing is highly specialized and daily coverage must consider NICU (NPS-level skillset), PICU/PCICU, ECMO, Burn, Trauma and Neurosurgery, and Cardiothoracic specialties. Respiratory care services are provided to the most critical areas of care, and expertise is quickly garnered, reinforced, and developed through interactive departmental programs.
