Position Summary

The Payroll Manager leads the U.S. and Canadian payroll function for IPS, owning end-to-end payroll operations across multiple entities, states, and provinces for a workforce of approximately 3,500 employees. This is a hands-on leadership role: the Payroll Manager builds and develops the payroll team, drives process and system improvements within ADP Workforce Now, and serves as the company's subject matter expert on payroll compliance, controls, and integration of acquired businesses. While primarily a leadership role, the Payroll Manager will participate directly in payroll processing as needed to support the team and ensure delivery during peak cycles, audits, and acquisitions.

Key Responsibilities

  • Lead and develop the payroll team, setting clear expectations, providing coaching, and building bench strength to support the company's continued growth.
  • Own end-to-end payroll operations for weekly and bi-weekly cycles covering hourly, salaried, union, and non-union employees across the U.S. and Canada.
  • Serve as the system owner and subject matter expert for ADP Workforce Now, including configuration, pay codes, earnings/deductions, GL mapping, integrations, and ongoing optimization.
  • Process payroll directly when needed to support the team, manage volume during peak cycles, or maintain continuity during transitions.
  • Establish and maintain internal controls, audit trails, and standardized procedures to ensure accuracy, compliance, and audit readiness.
  • Ensure full compliance with federal, state, provincial, and local wage and hour laws, garnishments, multi-state taxation, and reporting obligations.
  • Manage the relationship with ADP and other payroll vendors, holding them accountable for service levels and resolution of escalated issues.
  • Lead year-end activities, including W-2/T4 production, reconciliations, audits, and regulatory filings.
  • Provide a high standard of service to employees and managers, ensuring inquiries and issues are resolved accurately and professionally.

Qualifications and Competencies:

Education & Experience

  • Bachelor's degree in Accounting, Finance, Human Resources, or related field preferred; equivalent experience considered.
  • 5+ years of progressive payroll experience, including experience directly managing a payroll team.
  • Hands-on experience with ADP Workforce Now is strongly preferred.
  • Multi-state U.S. payroll experience required; Canadian payroll experience strongly preferred.
  • Experience supporting payroll integration for mergers and acquisitions strongly preferred.
  • Working knowledge of FLSA, multi-state tax, garnishment administration, and Canadian payroll regulations.
  • CPP (Certified Payroll Professional) or FPC certification preferred.

Skills & Competencies

  • Proven people leader who builds high-performing teams and develops talent.
  • Strong analytical and problem-solving skills with a bias toward root-cause resolution.
  • High attention to detail and a strong internal controls mindset.
  • Excellent communication skills and the credibility to partner effectively with HR, Finance, and Operations leaders.
  • Comfortable balancing strategic ownership of the function with hands-on execution when the business requires it.
  • Demonstrated ability to handle highly confidential information with integrity.
