PRIMARY PURPOSE


CNA is hiring for a part-time (with benefits) Sr. Director of Contracts and Procurement. This individual will serve as the strategic lead and mentor for all corporate contracting and procurement activities, providing expert guidance and oversight. They will manage and mentor staff within the contracts and procurement functions, ensuring sustained operational excellence. JOB DESCRIPTION AND/OR DUTIES


1. Lead and Support Contracting and Procurement Team:
Guide and mentor a team of contract and procurement professionals, ensuring effective management of government contracting processes and compliance.



2. Drive Modernization Initiatives:
Spearhead efforts to modernize corporate contracts and procurement systems, tools, and practices to enhance efficiency and responsiveness.



3. Primary Government Liaison:
Serve as the principal interface with government contracting officers, overseeing contract negotiation, administration, compliance, status reporting, risk assessment, dispute resolution, and GSA Schedule activities across all contract types.



4. Manage Subcontracts and Corporate Agreements:
Oversee all subcontract and procurement services, consultant agreements, and other corporate business contracts to ensure alignment with organizational goals and compliance requirements.



5. Proposal Strategy and Development:
Oversight of cost and general proposal strategy development, supporting competitive proposal preparation and performing final reviews of Delivery Order proposals.



6. Quality Assurance and Process Improvement:
Continuously assess and enhance the quality of contracts and procurement activities through process evaluation, quality control checks, and implementation of improvements to ensure accuracy, completeness, and timeliness.



7. Policy Development and Compliance:
Develop, implement, and maintain policies and procedures to ensure corporate effectiveness and adherence to legal and regulatory standards.



8. Contract Risk Management:
Review solicitations for new government and commercial contract opportunities, evaluating contractual risk versus return to inform strategic decision-making.



9. Performance Risk Assessment:
Compile and analyze performance risk information on active contracts, recommending corrective actions as necessary to mitigate risks.



10. Lease and License Agreement Oversight:
Review and approve all long-term leases and license agreements related to equipment, ensuring alignment with corporate policies and financial prudence.



JOB REQUIREMENTS


1. Education: Bachelor's degree in Business, Procurement, Finance, or related field, or equivalent combination of education and work experience. Advanced degree and/or certifications such as CPCM or PMP are highly desirable.



2. Experience: Minimum of 18 years in contracting and procurement, with extensive knowledge of Department of the Navy (DoN), Department of the Army (DoW), and related government contract environments. Proven experience in contracts and proposal preparation. At least 6 years progressive experience in responsible management positions.



3. Skills: Deep understanding of government multi-contract environments, FAR and supplemental regulations, and civilian agency requirements. Expertise in risk identification and management, cost/pricing techniques, and competitive proposal development. Strong leadership, management, research, problem-solving, and attention to detail. Strong change management skills with experience leading change initiatives and managing organizational transformation. Strong interpersonal skills with a proven ability to build and maintain effective relationships at all levels including the senior team. Exceptional oral and written communication skills. Proficiency with Microsoft Office suite.



4. Other: Active Top-Secret Clearance required.



5. Remote/Hybrid Work Eligibility: This position is eligible for telecommuting or hybrid work arrangements at the discretion of the Supervisor. Employees may be required to work at CNA headquarters or other work locations resulting in changes to the scheduled telecommuting or hybrid work arrangements.
