Responsibilities

Position Overview

The User Account Administrator plays a central role in supporting the full lifecycle of personnel access within the organization. This position manages all aspects of user onboarding and offboarding, ensuring that employees, contractors, and partners receive the appropriate accounts, access, equipment, and training required for their roles. The ideal candidate is detail oriented, highly organized, and experienced in administering accounts and permissions in a Windows-based enterprise environment.

Key Responsibilities

Onboarding Administration

    Create and configure user accounts in Windows Active Directory in alignment with organizational standards.
  • Assign appropriate security groups, permissions, and access levels based on role requirements.
  • Coordinate and track initial training requirements for new personnel.
  • Process requests for multifactor authentication (MFA) equipment, including YubiKeys and PIV/CAC cards.
  • Facilitate initial hardware acquisition and ensure new personnel receive required devices.
  • Document onboarding progress and communicate status updates to new personnel and relevant stakeholders.

Account and Access Management

  • Manage group email distribution lists, including creation, modification, and removal of members.
  • Maintain shared mailboxes and ensure proper access permissions.
  • Oversee network folder permissions, ensuring users have appropriate access while maintaining security best practices.
  • Support ongoing account maintenance, including updates to roles, permissions, and group memberships.

Offboarding Administration

  • Coordinate the return of organizational equipment from departing personnel.
  • Deactivate user accounts and revoke access across all systems in accordance with security policies.
  • Remove users from group email distribution lists, shared mailboxes, and network folders.
  • Ensure all offboarding tasks are completed accurately and documented for audit and compliance purposes.


Qualifications

Required Qualifications

  • Minimum of 8 years with BS/BA; Minimum of 6 years with MS/MA; Minimum of 3 years with PhD, 12 years with a HS Diploma
  • Hands on experience with Windows Active Directory, including account creation, group management, and permission administration.
  • Working knowledge of MFA setup and administration (YubiKey, PIV/CAC, or similar technologies).
  • Familiarity with enterprise email systems, shared mailboxes, and distribution list management.
  • Understanding of network folder permissions and access control principles.
  • Strong organizational skills with the ability to manage multiple onboarding/offboarding workflows simultaneously.
  • Excellent written and verbal communication skills, especially in documenting processes and providing status updates to new personnel.
  • Ability to follow established procedures while identifying opportunities for process improvement.
  • Must be able to obtain and maintain a Department of Energy (DOE) security clearance.

Preferred Qualifications

  • Experience in a government, defense, or compliance-driven environment.
  • Knowledge of IT service management (ITSM) tools and ticketing systems.
  • Understanding of security best practices related to identity and access management (IAM).

Target Salary Range

$80,000 - $128,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
