Program Manager - Hybrid in Baltimore MD Contract to Hire US Citizenship / Green Card - Required No C2C or Sponsorship Think Consulting is seeking an experienced Program Manager to lead and deliver complex, cross-functional programs that align with strategic business objectives. This individual will be responsible for overseeing the full program lifecycle-from planning and execution through delivery and optimization-while ensuring alignment across stakeholders, timelines, and resources. The ideal candidate brings a strong balance of leadership, analytical thinking, and operational execution, with the ability to drive measurable outcomes in a fast-paced environment. Key Responsibilities

Program Leadership & Execution

  • Lead end-to-end delivery of complex, multi-project programs, ensuring alignment with organizational goals
  • Develop and manage comprehensive program plans, including scope, schedule, budget, and resources
  • Oversee program governance, ensuring consistency, structure, and adherence to best practices
  • Manage interdependencies across projects and proactively address risks and challenges

Stakeholder Management & Communication

  • Build and maintain strong relationships with cross-functional teams and senior stakeholders
  • Provide clear, consistent communication on program status, risks, and key decisions
  • Facilitate alignment across business and technical teams to drive successful outcomes

Risk & Issue Management

  • Identify potential risks early and develop mitigation strategies
  • Manage and resolve issues that may impact program delivery
  • Escalate critical risks and decisions as needed

Performance & Financial Management

  • Track and report on program performance using KPIs and success metrics
  • Manage program budgets, forecasts, and resource allocation
  • Conduct business and financial analysis, including ROI and forecasting, to support decision-making

Process Improvement & Business Analysis

  • Lead requirements gathering and translate business needs into actionable plans
  • Identify opportunities to improve processes, efficiency, and delivery outcomes
  • Drive continuous improvement initiatives across programs
Qualifications

Required

  • Bachelor's degree in Business, Engineering, Science, or related field
  • PMP certification
  • 10+ years of experience in program and project management within a structured organization
  • Proven experience managing complex, cross-functional programs

Preferred

  • PgMP certification
  • Experience leading large-scale transformation or process improvement initiatives
Skills & Experience
  • Strong knowledge of program management methodologies (PMI/PMBOK, Agile, Waterfall)
  • Demonstrated ability to manage multiple, interdependent projects simultaneously
  • Experience with budgeting, forecasting, and financial analysis
  • Excellent problem-solving and critical thinking skills
  • Strong communication and presentation skills, with the ability to influence stakeholders at all levels
  • Experience driving process improvement and operational efficiency
