HJF is seeking a Program Manager III to oversee a collection of related/integrated projects that together support a long-term research initiative. This position strategically guides one or more project managers and related technical staff to ensure they are all working effectively toward the program's stated objectives. Typically oversees moderate to highly complex scope of work.

This position will be in support of The Department of Surgery's Limb Optimization and Osseointegration Program.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.


  • Translate program strategy into an executable portfolio roadmap, establishing clear OKRs, milestones, and deliverables across a complex portfolio of clinical and translational research protocols.
  • Lead end-to-end program operations and study execution, including oversight of multi-protocol patient recruitment, performance tracking, and cross-functional coordination to ensure milestones, enrollment targets, and deliverables are achieved.
  • Own financial and administrative management of the program, including budget development, forecasting, burn rate tracking, alignment of HJF-managed funds, and timely reconciliation of expenses (e.g., purchase cards, invoices) in compliance with institutional and sponsor requirements.
  • Partner with Principal Investigators to develop and submit competitive grant and contract proposals, including leading budget development, justifications, subawards, and procurement planning, while ensuring alignment with program strategy and long-term funding sustainability.
  • Monitor and manage subawards and subcontractor performance, ensuring deliverables, timelines, and financial expenditures are met, while maintaining compliance with contractual obligations and reporting requirements.
  • Drive regulatory and compliance operations by overseeing IRB submissions, amendments, and continuing reviews across protocols, ensuring accuracy, timeliness, and audit readiness in accordance with DoW, FDA, and institutional guidelines.
  • Develop and maintain an operational performance dashboard that provides real-time visibility into schedule, scope, risks, financials, staffing, and impact metrics across Center, Program, and Project levels to support data-driven decision-making.

Supervisory Responsibilities

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Education and Experience

  • Bachelor's degree required; Master's degree preferred. Business Administration or Life Sciences field of study preferred.
  • Minimum of 9-10 years experience required.

Required Knowledge, Skills and Abilities

  • Knowledge of clinical research operations and regulatory frameworks, including IRB processes, human subjects research, and DoW/FDA guidelines, with the ability to navigate multi-protocol environments and ensure compliance.
  • Demonstrated clinical or healthcare experience, with an understanding of patient workflows, recruitment challenges, and clinical coordination to effectively support study execution and provider engagement.
  • Strong program and team management skills, with the ability to lead cross-functional teams, drive accountability, and coordinate investigators, research staff, and administrative personnel across multiple concurrent projects.
  • Financial and operational acumen, including experience with budget development, forecasting, burn rate tracking, and managing complex funding streams, subawards, and contracts.
  • Advanced organizational and problem-solving skills, with the ability to manage competing priorities, mitigate risk, and implement process improvements in a fast-paced research environment.
  • Excellent communication and stakeholder management skills, with the ability to interface effectively with Principal Investigators, senior leadership, sponsors, and external collaborators.
  • Proficiency in data tracking and performance monitoring, including the ability to interpret operational metrics, build dashboards, and use data to drive decision-making and program performance.
  • Ability to obtain and maintain a T1 Public Trust background check.

Physical Capabilities

  • Lifting: Requires lifting materials up to 25 lbs.
  • Ability to stand or sit at a computer for prolonged periods of time.

Licenses and Certifications

  • Project Management Professional (PMP) preferred.

Work Environment

  • This position will take place primarily in an office setting.

Compensation

  • The annual range for this position is $93,100 - $125,000. Actual salary will be determined based on experience, education, etc.
