Design and Construction Management
Job Description
The Assistant Director will provide leadership, direction, and strategic vision for the construction operations of the Missouri University of Science and Technology. The position will ensure project schedule milestones are established and met for all construction projects, and the position will provide operational level support for capital construction projects. The Assistant Director will develop and oversee processes for establishing construction project schedules, risk management plans, cost performance reports, and project priorities. The position will direct the construction operations and ensure activities of staff are compliant with department and university policies and procedures.
- Establish and train staff on best practices and standard operating procedures related to all aspects of construction management including, but not limited to, regulatory compliance, quality control, personnel, safety, cost management, change management, risk management, delivery methods, and enforcement of general conditions of the contract for construction
- Plan, schedule, or coordinate construction project activities to meet deadlines using schedule management software such as Primavera P6, Oracle Primavera Cloud, or Microsoft Project; develop master construction schedule, lookahead reports, and variance reports for reporting to university administration; ensure schedules and milestones
- Oversee risk management for construction projects; identify financial, schedule, or scope risks that the organization may face; prepare risk responses and action plans to decrease risk factors
- Direct the planning, management and implementation of operational policies, procedures, and recommendations for construction services
- Oversee the construction operations of Missouri S&T Design and Construction Management
- Establish and implement short and long-range departmental goals, objectives and key results, internal policies, and operating procedures; monitor and evaluate programmatic and operational effectiveness, and effect changes required for improvement
- Coordinate and collaborate with other design and construction management leadership and staff to accomplish our mission, streamline processes, and improve our effectiveness and efficiency
- Collaborate with staff to prepare and submit estimates, project status update reports, and cost and schedule tracking reports
- Confer with construction project stakeholders including contractors, design professionals, sub-contractors, City representatives, AHJ's, and others to lead the resolution process for complex construction issues, while working to maintain budget and schedule control, and mitigate risk to project goals
- Work collaboratively with University of Missouri's System Facilities Planning and Development office to develop systemwide protocols and procedures and ensure compliance with System policies and procedures
- Ensure compliance with university, state, federal and local regulatory requirements. Assess safety compliance needs pertaining to the campus' physical assets
- Participate in project design reviews to identify phasing and constructability issues, cost drivers, and ensure that bid packages will encourage strong participation and competitive pricing by general contractors and subcontractors
- Identify and implement new or modified plans in response to delays, bad weather, or construction site emergencies
- Act as a resource for administrative and other staff and customers in the interpretation of contract documents and contract terms
- Other duties as assigned
Shift
Monday-Friday, 8:00am-4:30pm.
Minimum Qualifications
Bachelor's degree or an equivalent combination of education and experience and at least 5 years of experience from which comparable knowledge and skills can be acquired is necessary
Preferred Qualifications
- Major capital construction program management experience
- 2 or more years of leadership experience
- Professional Engineer or Registered Architect in Missouri or ability to obtain by comity
- PMP certification
Anticipated Hiring Range
The anticipated hiring range for this position has been established as $95,000-$134,950 annually. Salary is determined by a variety of factors, including but not limited to, the individual's particular combination of education, skills, and experience, as well as organizational requirements.
