This position is located in Los Alamos, New Mexico.

Position Summary

This is a dual-hatted position as the Deputy Program Manager for Strategic Planning & Integration and the Director for Project Management. This position will be responsible for development, implementation, and assessment of processes, tools, and systems to ensure successful execution of project management of N3B projects, reporting to the Program Manager for Strategic Planning & Integration (SP&I). SP&I employs a matrix organization, whereby project managers report to SP&I as the "home" organization and are deployed to the Mission Programs to support their projects. As such, SP&I is responsible for processes, tools, and systems, as well as project manager training, and the matrix program provides day-to-day direction regarding the projects that they manage. The selected candidate must maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.

Essential Duties/Responsibilities (may include, but are not limited to):

  • The position will report to the Strategic Planning Integration Program Manager and will be responsible for effective leadership and management of project management personnel.
  • This positon will establish operating policies and procedures to manage projects, including development and implementation of schedules, cost estimates, and incorporating risk mitigation.
  • The ideal candidate excels at leading project teams to deliver processes for project management and integration. Possesses the ability to ensure all deliverables and activities required to meet objectives are identified and documented and comply with expectations.
  • Supports and mentors project managers in the development and implementation of project baselines, with appropriately defined project scope, timelines, budgets, and resource allocation plans.
  • Reviews and approves Project Charter and Project Execution Plans developed by individual project managers.
  • Leads and motivates project management personnel, providing guidance and support.
  • Oversees the management of project costs and schedules by project managers.
  • Provides guidance regarding the use and implementation of N3B's Earned Value Management System (EVMS).
  • Ensures project deliverables meet customer requirements and quality standards.

Minimum Qualifications (Knowledge, Skills, Abilities):

  • Expert level knowledge in project management practices and techniques.
  • Demonstrated knowledge and ability in budget and schedule development; coordinating project schedule development within budget call timelines while maintaining project schedule and budget data baselines; managing budget and scheduling work authorization and change control processes; managing interfaces between project planning and budget and financial systems; working with and analyzing budgets and schedules to ensure accuracy and reliability.
  • Ability to create predictive and collaborative plans.
  • Flexibility to respond to changing business requirements.
  • Comprehensive knowledge of planning and scheduling, cost management, and project forensic analysis.
  • Demonstrated knowledge of control and change management.
  • Demonstrated knowledge of Life Cycle Cost and Schedule Baseline (LCB).
  • Demonstrated knowledge of Earned Value Management Systems (EVMS).
  • Demonstrated success developing, monitoring, and managing labor cost and manpower requirements against budget limitations.
  • Ability to analyze operations in evaluating performance or to determine areas of potential cost reduction, increase productivity, program improvement, or policy change.
  • Excellent interpersonal, presentation and public speaking skills, both practiced and impromptu.
  • High-level understanding of all business functions such as IT, HR, Finance, etc.
  • Ability to foster a culture that promotes ethical practices, customer focus and service and encourages individual integrity; maintains a positive and ethical work climate that is conducive to attracting, retaining and motivating a diverse group of top-quality employees at all levels.
  • Ability to lead and motivate teams, delegate tasks, and resolve conflicts.
  • Ability to use logic and reasoning to identify the strengths and weaknesses and assess alternative solutions, conclusions or approaches to challenges.
  • Demonstrated expertise in project management, including project controls, scheduling, budgeting, and cost analysis.
  • Demonstrated knowledge and ability in budget and schedule development.
  • Deep knowledge of change management principles, life cycle cost analysis, and risk mitigation strategies.
  • Strong financial acumen with experience analyzing operational and financial data to drive performance and decision-making.
  • Excellent written and verbal communication skills are essential for effective stakeholder management and team leadership.
  • Strong organizational skills and ability to develop and manage project plans.
  • Ability to identify and resolve issues effectively.
  • Working knowledge of government contracting or regulated environments, including subcontract oversight and compliance.
  • High emotional intelligence, strong interpersonal skills, and the ability to lead cross-functional teams across diverse disciplines.
  • Software Proficiency: Proficiency in project management software and tools.

Education and Experience Required:

Bachelors' degree in a business-related discipline, combined with 18 years' relevant experience. Formal education in Project Management, Project Management Professional (PMP) or other notable project management certification or demonstrated proficiency in Project Management (particularly on government contracts with EVMS requirements) is essential.

However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position's duties and responsibilities have been adequately demonstrated is acceptable.

Education Equivalency: 2 years of relevant experience for 1 year of college.

Working Conditions and Physical Requirements:

Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. Even though the weight lifted may be very little, a job is in this category when it requires a good deal of walking or standing, or when it involves sitting most of the time with some pushing and pulling of arm or leg controls. To be considered capable of performing a full or wide range of light work, you must have the ability to do substantially all of these activities. If someone can do light work, we determine that he or she can also do sedentary work, unless there are additional limiting factors such as loss of fine dexterity or inability to sit for long periods of time.

While working to achieve N3B LLCC objectives, the Program Manager for Project Management will ensure all activities and operations are performed in a safe and deliberate manner to include protecting the confidentiality and integrity of Personally Identifiable Information (PII). This role will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. Ability to obtain an L level Department of Energy security clearance.
