Astrion has an exciting opportunity for an Logistics Material Management & Acquisitions for the Cyber TMAS II contract, supporting the Air Force.

REQUIRED QUALIFICATIONS / SKILLS

  • Master's Degree and at least 10 years of applicable experience. Additional experience may be substituted for education
  • Active Secret clearance required. U.S. Citizenship.
  • Experience in DOD contracting and acquisition, logistics inventory control, equipment supply operations and material management. Requires emphasis on contracting and acquisition.
  • Experience working with Form 9 purchases, Technical Requirements Document (TRD), Sole Source Justification purchases, Performance Work Statement (PWS), Statement of Work (SOW) and Statement of Objectives (SOO).
  • Air Force organizational logistics contract or purchasing experience.
  • USAF supply management experience.
  • Proficient in the use Microsoft Office applications.
  • Effective oral and written communication skills.
  • Good interpersonal communications skills.
  • Comfortable working in a team environment.
  • Capable of traveling to contractors' facilities, test sites, and other locations, infrequently if needed.

DESIRED QUALIFICATIONS / SKILLS

  • Logistics Material Control Activity RDT&E management experience desired.

RESPONSIBILITIES

  • Serve as the primary liaison between Cyberspace Test Group (CTG) personnel and contracting to manage the end-to-end procurement and acquisition lifecycle.
  • Collaborate with technical requestors to define requirements, provide guidance, and develop finalized Technical Requirements Documents (TRD) from initial drafts.
  • Prepare and assemble complete, compliant procurement packages, including Performance Work Statements (PWS), Statements of Work (SOW), Statements of Objective (SOO), and Sole Source Justifications.
  • Conduct thorough market research to determine and justify the appropriate procurement strategy, such as sole source, limited source, or open market competition.
  • Initiate and manage Request for Quotes (RFQs) through government procurement portals, including GSA eBuy and NASA SEWP.
  • Determine the correct procurement vehicle for requests, differentiating between Expanded Use GPC (EUGPC) purchases and formal contract actions, and prepare the corresponding paperwork.
  • Maintain meticulous, organized digital files for all acquisition activities on SharePoint, ensuring a complete and auditable record.
  • Manage and update a comprehensive tracking system to provide clear, timely status updates on all procurement requests to stakeholders and leadership.
