SUMMARY
Responsible for overall management of the Special Operations Forces (SOF) global commercial satellite communications (COMSATCOM) network. The Program Manager (PM) coordinates the execution of requested Contract Line Items with the appropriate Contracting Officer or Contracting Officer's Representative (COR); coordinates with satellite and terrestrial capacity providers; and prepares and delivers monthly space segment availability reports. Position reports to the Vice President, Programs.
PRIMARY RESPONSIBILITIES
- Serve as the primary interface with the customer on all matters involving contract execution.
- Provide leadership to the program team consisting of 24/7 operations team, project engineers, project analysts, and procurement specialists. Assure communications and cooperation among team members and resolve areas of conflict.
- Support, communicate, reinforce, and defend the mission, values, and culture of the organization.
- Manage and direct the daily execution of contract requirements to assure that cost, schedule, and performance goals are met.
- Develop and implement plans and schedules that provide the roadmap to meeting customer contract requirements on time and within budget.
- While representing Company's interests, assure that conduct of contract requirements is executed in accordance with appropriate regulations and corporate policies and procedures (i.e. federal acquisition regulations).
- Actively seek new business opportunities in coordination with Business Development. Participate as a leader or team member on bid and proposal activities. Ensure that the requirements of the request for proposal (RFP) are met in the preparation and documentation of bids and proposals.
- Provide interface, communications, and coordination with internal and external customers on matters pertaining to existing contracts and bid and proposal activities.
- Formally identify, assess, monitor, and mitigate risk throughout the program life cycle. Obtain management approval prior to making decisions that will cause deterioration of established program, cost, and schedule objectives.
- Develop and implement corrective action plans when deviations from budgets and/or schedules are evident. Seek senior management assistance in resolving schedule and budget problems as they arise. Coordinate with other departments on resolution of contractual problems with the customer.
- Prepare for and participate in contract/subcontract negotiations.
- Allocate and control budgets for labor, material, travel and purchased services.
- Represent management at program reviews, meetings, seminars, etc.
- Report program status to senior management following organizational standards.
- Apply metrics and improvement principles (i.e., ITIL, Lean Six Sigma) to improve management process and procedures.
- Supervise site team leads and critical individual contributors.
- Assure a timely closeout of completed projects to ensure that all obligations are satisfied, and program documentation is properly recorded.
- Approximately 25% travel required.
QUALIFICATIONS
- Bachelor's degree within a business discipline. Education cannot replace experience; however, five years relevant experience will be considered in lieu of education.
- Minimum 5 years' experience managing contracts or projects more than $50M annual value or 250 MHz of satellite bandwidth. Experience leading contracts greater than $100M annual value with greater than 50 FTE preferred.
- Minimum 3 years of SOF experience
- Must have verifiable experience in managing a program of similar size, scope, and level of responsibility.
- Current Project/Program Management (i.e., PMP or DAU level 3) certification and ITIL certification above Foundation preferred. Certification within 12 months will be expected.
- Knowledge of program management processes and tools.
- Successful track record in managing complex aerospace/defense programs as a prime or subcontractor to a domestic or foreign military organization.
- Experience throughout the program lifecycle from development through sustainment to include requirements decomposition, proposal writing, generation of system and subsystem statements of work and subcontracts, risk management, and continual improvement efforts including implementation for cost reduction and performance improvement.
- Demonstrated success in managing manpower planning, project reviews, scheduling, and budget control.
- Experience with metrics for assessing and reporting program progress, productivity, and variance analysis.
- Must have a portfolio of programs in which financial objectives (bookings, revenue, profit, cash flow) were achieved. Experience with turnaround programs in which recovery was successful is preferred.
