Job Description

Position Purpose

Aids the Import/Export Control Lead and Office of the Center Export Administration for all the import/export and trade compliance matters pertaining to NASA Goddard Space Flight Center (GSFC).


Duties and Responsibilities

* Classifies and approves all Import and Export shipments

* Drafts and submits import/export licenses (DSP-61, DSP-5, DSP-73, BIS 748), to include General Correspondence and Advisory Opinion to NASA Headquarters for submission to the appropriate regulatory agency (State Department, Commerce Department)

* Briefs business units regarding license conditions and provisos

* Records and tracks usage of import/export licenses in ensuring compliance with the license conditions

* Responsible for appropriately classifying NASA hardware, software and associated technical data, as well as determining appropriate import/export control authority prior to importing, exporting as well as hand carry of goods

* Reviews and approves Scientific and Technical Information, software release and GSFC website content for export control

* Reviews Foreign National Visit Requests to prevent unauthorized access to NASA center and resources

* Determines qualification and authorize the use of appropriate ITAR license exemptions and EAR license exceptions in lieu of an export license

* Monitors usage and validity of license exemption/exceptions in ensuring on-time and lawful return to GSFC

* Responsible for ensuring on time and accurate filing of the Electronic Export Information in ACE (AES Submissions), as well as determining eligibility for an AES exemption

* Maintains export/import files and records in accordance with U.S. Government export/import regulations and NASA policy

* Prepare reports, presentations and metrics associated with export/import transactions and activities

* Performs other duties as assigned



Qualifications
Required Skills and Qualifications

* Minimum of 3-5 years' experience with any one of the following: EAR, ITAR, OFAC, BATFE, Customs regulations, and Foreign Trade Regulations

* Bachelor's Degree required. One year of relevant professional-level work experience may be substituted for one year of required education. Relevant professional-level experience is defined as work experience must be at a professional-level in Import Export Compliance.

* Ability to manage multiple requirements and remain composed under pressure

* Ability to grasp and articulate technical concepts both verbally and in writing

* Demonstrated ability to participate in multi-functional teams working to solve complex export/import problems and drive issues to conclusions

* Knowledge navigating and interpreting any of the following: Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), Foreign Trade Regulations (FTR), Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE), and the US Customs Regulations

* Team player, self-starter, communications, and customer service skills

* Knowledge of Microsoft Office products (Outlook, Word, Excel, PowerPoint)

* Ability to travel, if requested


Desired Skills and Qualifications

* Licensed Customs Broker highly desired.

* Experienced in determining jurisdiction and classification of technologies as well as analyzing qualifications for license exemptions and exceptions.



Physical Demands and Working Conditions

* The work of this position is performed in an environmentally controlled office environment.

* Must be able to view computer monitor for extended periods of time.

* Must possess a high school diploma or equivalent

* Must possess a valid driver's license, without special restrictions

Rate of Pay/Benefits

Salary Range: $72,000 to $82,000
