Job Summary:

Under administrative direction, the Senior Business Manager oversees the fiscal management of Facilities Management's Business and Utilities operations. The Senior Business Manager participates in the development and implementation of unit/departmental programs, objectives and long-range planning; prepares annual bid documents and contracts, and negotiates with vendors as needed; represents the department on various internal/external committees as required; and provides comprehensive reports and detailed analyses for administrative use.

Job Description:

COST MANAGEMENT DUTIES:

  • Develops supply and acquisition strategies for natural gas, electricity, supplies, parts, services, and other items.

  • Prepares bid documents and contracts, negotiates with vendors as needed.

  • Examines new contracts. Considers and implements strategies to ensure that the university is maximizing cost efficiency.

  • Develops and implements energy conservation programs.

  • Monitors P Card transactions, totals, and payments, for all Facilities Management card holders.

FISCAL DUTIES:

  • Manages all Facilities Management budgets. Implements initial annual budget and all subsequent fund transfers and chargebacks.

  • Monitors utility demand and usage levels. Develops and maintains utility expenditure records. Resolves billing and other discrepancies with utility vendors.

  • Approves all department financial encumbrances and expenditures. Creates purchase orders and monitors and analyzes the expenditure of all funds to ensure cost effective and timely utilization.

  • Prepares fiscal budgetary and special reports for Department Unit Heads, and provides comprehensive reports and detailed analyses for administrative use.

  • Acts as the Department's financial liaison with the Accounts Payable, Purchasing, Budget and other University Departments.

  • Responsible for maintaining all financial records and files.

SUPERVISORY DUTIES:

  • Supervises the staff providing departmental support in the areas of: general administration, contractual services, reception, service requests and payroll.

  • Develops and maintains office support policies and procedures.

  • Acts as inventory manager for the Facilities Management office furniture.

  • Orders keys, access, computers, etc. as needed for Facilities Management employees.

GENERAL DUTIES:

  • Assists the Executive Director of Facilities Management and other supervisors in preparing special reports and executing special projects.

  • Prepares presentations for Department's Liaison Council meetings, New Employee Orientation, and other meetings as needed.

  • Provides training support for technical and administrative staff in matters consistent with assigned job duties.

  • Revises Department's policies and procedures as needed.

OTHER:

  • Other duties as assigned.

SAFETY:

  • Comply with local, state, and federal regulations as applicable to job duties.

Minimal Qualifications:

1. A. Bachelor's degree in accountancy, business administration, management, or a closely related field.

OR

B. Three (3) years (36 months) of work experience in accounting, business administration, fiscal management, or closely related experience.

OR

C. A combination of such education and/or work experience above totaling three (3) years (36 months), as measured by the following conversion table or its proportional equivalent:

  • 30 semester hours equals one (1) year (12 months)

  • 60 semester hours or an Associate's Degree equals eighteen months (18 months)

  • 90 semester hours equals two (2) years (24 months)

AND

2. Two (2) years (24 months) of work experience in accounting, business administration, financial operations, fiscal management, or closely related experience, including one (1) year (12 months) of which is at a supervisory or administrative level.

NOTE: A Master's Degree in an area consistent with the duties of the position may be substituted for one (1) year (12 months) of work experience.

Hours: Monday - Friday (9:00 A.M. - 5:00 P.M.)

This position requires a background check.

Salary Range

$67,000 - $77,000
