Primary Purpose of the Organization:
The Division of Enterprise Operations advances Fayetteville State University's teaching, research, and public-service mission by delivering integrated operational, technological, and service-oriented solutions that enhance the University's efficiency, sustainability, and student experience. The Division provides strategic leadership and oversight for critical enterprise functions- including Facilities Management, Campus Enterprises, Human Resources, and Information Technology Services ensuring that the campus environment, infrastructure, and business operations support a student-ready, research-supportive, and community-engaged institution.
Through collaborative planning, data-informed decision-making, fiscal stewardship, and continuous improvement, the Division drives operational excellence and fosters a culture of service, innovation, accountability, and inclusion. Its work ensures the stewardship of University assets, compliance with state and UNC System regulations, and the delivery of high-quality services that sustain a safe, accessible, and vibrant learning and working environment for students, faculty, staff, and visitors.
Primary Purpose of the Position:
The Associate Vice Chancellor for Facilities Management is the University's senior facilities executive, responsible for strategic leadership, stewardship, and operational excellence of the campus physical environment. Reporting to the Chief Operating Officer and Vice Chancellor for Enterprise Operations, the AVC for Facilities Management provides vision, direction, and oversight for planning, design, construction, maintenance, energy management, sustainability, custodial, and landscaping services that support the University's academic, research, and student-life mission.
The AVC for Facilities Management advances a student-ready and research-supportive campus, ensuring facilities and infrastructure promote an accessible, sustainable, safe, and inclusive learning and working environment in alignment with University strategic goals and UNC System policies.
Minimum Education And Experience Requirements:

  • Bachelor's degree in Planning, Architecture, Engineering, Business Management, or a closely related field.
  • At least 10 years of progressively responsible professional and administrative experience in facilities development, planning, design, construction, space management, operations, and maintenance within a large, complex organization-preferably in higher education or the public sector.
  • Supervisory experience leading multidisciplinary teams and fostering a culture of service, accountability, and operational excellence.
  • Proven success in program development, strategic planning, implementation, and project management, with a demonstrated ability to deliver large, complex capital projects (exceeding $40 million) on time and within budget.
  • Advanced knowledge of facilities planning, construction methods, capital outlay processes, funding policies and practices in educational or public institutions, as well as fiscal management, budgeting, and cost-control techniques.
  • Comprehensive understanding of physical planning, space-utilization standards, and campus-wide design guidelines, including ADA compliance and sustainability standards.
  • Thorough knowledge of federal, state, and local laws, regulations, and codes governing facilities development, construction, safety, and operations.

Knowledge, Skills And Abilities:

  • Advanced knowledge and proven experience leading a comprehensive facilities organization within a large, complex institution-covering planning, capital project delivery, space management, operations and maintenance, energy management, environmental health and safety, and campus sustainability.
  • Extensive expertise in applying institutional policies, state and federal regulations, building codes, procurement laws, and industry best practices to ensure compliance, operational efficiency, and fiscal accountability in all facilities functions.
  • Demonstrated success in capital planning and transformational campus development, including the ability to manage large-scale construction and renovation projects, oversee architects, engineers, consultants, and contractors, and deliver projects on time and within budget.
  • Proven record of integrating sustainable principles-economic, environmental, and social-into planning, construction, and daily operations, advancing the institution's climate action and carbon-reduction goals.
  • Strong leadership track record in building and sustaining high-performing, service-oriented teams, fostering a culture of accountability, innovation, and continuous improvement while advancing diversity, equity, and inclusion.


Preferred Qualifications:

  • Active North Carolina Professional Engineer (PE) or Registered Architect (RA) license required.
  • Advanced degree in a relevant field such as Engineering, Architecture, Construction Management, or Facilities Administration.
  • Extensive knowledge of UNC System contract law, state bidding regulations, and diverse project delivery methods (e.g., Design-Build, CM at-Risk, and related models).
  • Proven leadership and management experience in large, complex institutional settings, with a strong focus on customer service and operational excellence.
  • Significant experience in public higher education, particularly in capital project planning and delivery, sustainability initiatives, and transformational campus development.
  • Demonstrated success in stakeholder engagement, collaboration with governing boards, and alignment of projects with public funding requirements, essential for advancing UNC System priorities.
  • Completion of the State Construction Office's Capital Project Coordinator course.
