About the role

The Director of Talent Acquisition designs, leads, and executes a comprehensive recruitment strategy that supports the company's growth and longterm workforce needs. This role oversees the full recruitment lifecycle, ensuring the attraction, selection, and retention of highquality talent.

As a key people leader, the Director manages all facets of the Talent Acquisition function-including strategic initiative development, compliance with regulatory and audit standards, recruitment process optimization, and vendor/technology partnership oversight. This leader collaborates closely with Operations and fosters strong engagement with candidates and employees to improve hiring outcomes and support longterm retention.

What you'll Lead and Deliver:

Key responsibilities include developing and executing sourcing strategies, leading and developing the recruiting team, and strengthening the company's employer brand. The role partners with senior executives to anticipate future staffing needs while ensuring compliance with all recruitment policies and regulations. Additional responsibilities include optimizing the ATS and related technologies, improving the candidate's experience, and driving continuous enhancements to the onboarding process.

Lead national talent acquisition strategies that shape how we attract top talent across all U.S. markets.
Design and execute innovative employer branding initiatives that elevate our reputation and position us as an employer of choice.
Serve as a Data Insights Champion, transforming analytics into actionable intelligence to improve recruitment performance.
Drive continuous innovation, enhancing systems, processes, and tools to advance the maturity of Talent Acquisition.
Develop and deliver strategic talent programs, including manager training, school partnerships, veteran initiatives, and enhanced onboarding.
Influence strategic decisions by partnering with Senior Human Resources leaders on compensation reviews and market analysis.

Leadership & Stakeholder Partnership:



  • Inspire, mentor, and grow a highperforming Talent Acquisition team-ensuring excellence across sourcing, fullcycle recruiting, candidate engagement, and onboarding.
  • Serve as the trusted escalation point, resolving complex challenges effectively and efficiently.
  • Build strong partnerships with HR and Operations leaders to align talent strategies with business needs.
  • Forecast hiring demand through workforce planning in collaboration with leadership teams.
  • Partner with hiring managers to create and refine job descriptions that reflect evolving business needs.


Compliance, Governance & Optimization:



  • Partner with HRIS to ensure accurate maintenance of job descriptions within all systems.
  • Champion an exceptional candidate experience by auditing ATS data for accuracy, compliance, and proper candidate dispositioning.
  • Review and audit hiring manager candidate evaluation cards for timely completion and trend identification.
  • Ensure full compliance with AAP/EEO and OFCCP requirements, partnering with thirdparty counsel as needed.
  • Maintain rigorous adherence to labor laws, regulatory standards, and company policies.
  • Identify risks within Talent Acquisition and develop internal controls with HR leadership, leading testing and remediation efforts.
  • Establish governance over job titles, job descriptions, and FLSA classifications, I9 and MVR compliance reviews.
  • Develop and Evaluate vendor services partnerships with local agencies to expand talent pipelines and analyze ROI to ensure optimal value for Balfour Beatty.
  • Manage key vendor relationships-including ATS platforms, job boards, recruitment services, and search firms.


Typical Physical Demands: Regularly uses hands to manipulate phones, computer keyboard and similar tools. Ability to view computer screens, mobile devices, and other electronic equipment, for extended periods of time. Sit and stand to perform administrative work. Regularly lift and move office supplies up to 20 lbs.

Work is performed in an office environment. Employees must travel throughout the company footprint as required.

Who we're looking for



  • Bachelor's degree in Business, HR, or related field
  • HR or Talent Acquisition certifications preferred
  • Master's degree in Human Resources is a plus
  • Minimum 10 years of full cycle Talent Acquisition experience in a fast paced, multi state environment
  • Minimum 5-6 years of leadership experience in Talent Acquisition
  • Strong understanding of sourcing techniques and tools (e.g., professional networks, social media)
  • Hands on experience with Applicant Tracking Systems and HR Information Systems, including ATS implementation
  • High proficiency in data analytics, reporting, and MS Excel, with ability to identify trends and provide insights
  • Deep understanding of Talent Acquisition governance, operational optimization, and workflow enablement
  • Exceptional organizational, multitasking, and prioritization skills
  • Strong interpersonal, influencing, and communication skills
  • Proven ability to manage multiple projects simultaneously with strong results orientation
  • Completion of a nationally recognized Talent Acquisition training program preferred
  • Valid state issued driver's license and safe driving record required

Pay Rate: $110,000 yr. $140,000 yr.*

*This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting.
