How you make a difference in this role: The DGS STREAM Procurement Specialist (ASA 4) is responsible for coordinating, administering, and supporting the full lifecycle of procurement activities for state construction, renovation, consulting, and capital projects. This position manages solicitation processes including Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and Requests for Information (RFIs), ensuring compliance with State of Tennessee procurement policies, statutes, and procedures. The position operates with a high degree of independence and serves as a central point of coordination between internal stakeholders, external vendors, and oversight entities. The Procurement Specialist provides analytical, administrative, and strategic support to the DGS STREAM Procurement Manager and plays a critical role in maintaining accurate procurement records, supporting evaluation processes, and ensuring transparency and accountability in public procurement activities. Job Overview: Coordinate and administer the full procurement lifecycle for RFPs, RFQs, and RFIs, including intake, solicitation development, posting, evaluation support, award documentation, and closeout Draft, finalize, and issue procurement documents, amendments, and related correspondence Maintain and update procurement templates, policies, and procedures for the DGS STREAM Procurement Group Develop solicitation specifications using internal requirements, historical data, benchmarks, and market research Support sourcing strategy development from solicitation planning through contract award Evaluation & Award Support Coordinate and lead evaluation and prequalification meetings, including preparation of evaluation materials and tracking outcomes Manage and support evaluation teams, including documentation, scoring compilation, and award recommendations Assist with proposal clarifications, price analysis, negotiations, and contract finalization, as applicable Data Analysis, Reporting & Systems Track, compile, and report key procurement and project metrics, including project volume, NOI data, solicitation activity, and award outcomes Gather and analyze expenditure data, pricing benchmarks, and market trends to support procurement decisions Enter and maintain all procurement documentation within the DGS STREAM Capital Projects Group software platform and related systems Maintain accurate, complete, and compliant procurement records in accordance with state rules and statutes Key Responsibilities:
