Human Resources (HR) roles are dedicated to managing the people-related functions within organizations. HR professionals are tasked with recruiting and retaining talent, fostering employee engagement, facilitating professional development, and ensuring compliance with employment laws and regulations. They serve as strategic partners to leadership teams, supporting organizational objectives and promoting a positive work culture.

Discipline Description

Benefits personnel develop, implement, and administer cost-effective benefits programs. This includes health and welfare, disability, dental, vision, life, pension, wellness, supplemental plans, retiree plans. Includes benefits coverage evaluation, benchmarking, cost analysis, and vendor management.

Some Typical Duties & Responsibilities Include:

* Promote a strong safety culture within the department.

* Manage a high-performance Benefits team, provide oversight, manage performance and ensure assigned tasks are completed. Responsible for posting job openings and managing the hiring process when vacancies arise in the department.

* Manage the design and administration of all Employee Benefit Programs including Health/Medical Insurance, Savings and Investment Plan, Flexible Spending Account, Life Insurance, Pension, 401K, Wellness, Disability, Leave Programs, Student Loan Debt Reduction Program, any voluntary benefit programs, etc.

* Develop and recommend investment policy, objectives and strategies for the pension and savings plan assets and for the selection of trustees, investment consultants, financial managers, and other service providers. Oversee and monitor the activities and performance of trustees, financial managers, mutual funds to ensure that custodial responsibilities and investment strategies and policy are properly executed. Evaluate performance of fund managers and make periodic reports/recommendations to the committee.

* Oversee the preparation of all Benefit Plan documents and Summary Plan Descriptions. Ensure such documents are prepared in accordance with and comply with all state and federal legislation/regulations and are approved by the Internal Revenue Service and other applicable regulatory agencies.

* Oversee HIPAA compliance.

* Data management: Provide benefit metrics and prepare data driven reports for the Total Rewards Director and committees on all benefit programs.

* Provide Innovative solutions for cost efficiencies and recommend new benefit initiatives to attract and retain the SRNS workforce.

* Attend the Health & Welfare Committee and Savings & Pension Administrative Committee meetings. Bring action items that require federal customer approval (including new initiatives, assisting in contract negotiation for services, managing vendors and ensuring regulatory and federal contract adherence). Complete Contracting Officer letter to be routed for approval and submitted to federal customers for advance notification or approval as may be required.

* Manage all vendors - ensuring contract performance adherence, hold regular status meetings, and obtain vendor analytics to monitor plan and vendor performance.

* Integrate the site partners in the sitewide benefit programs. Work closely with the Office of General Counsel, outside ERISA counsel, HR Consultant and lead stakeholder meetings as needed.

* Perform other duties and special assignments as requested.

Required Qualifications

* Fifteen or more YOE as an individual contributor in one or more of the roles managed plus six or more years of experience (YOE) in a relevant management role, OR Bachelor's Degree in a relevant field plus twelve or more years of experience (YOE) in one or more of the roles managed, OR Master's Degree in a relevant field plus eight or more years of experience (YOE) in one or more of the roles managed
* Equivalencies to experience and education requirements will be considered
*Prior experience as a Benefits Manager.

* Master's Degree in Human Resources Management / Organizational Leadership.
* Advanced leadership training.
* Experience with the Department of Energy (DOE), National Nuclear Security Administration (NNSA) or other relevant federal agencies.
* Current SPHR or SHRM-SCP certifications.
* Experience developing and implementing innovative benefits strategies and programs.

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug & alcohol test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. This list of factors is not exhaustive; pre-employment information and security clearance requests are reviewed on a case-by-case basis.
