Job Description Southern Maryland Electric Cooperative (SMECO) has an immediate opening for a Programmer/Analyst (Advanced Distribution Management System). In this role, your focus will be to plan, evaluate, and implement software applications and system solutions, conducting systems analysis and programming activities to ensure alignment with SMECO's Corporate Plan, IT Strategic Plan, Information Security Program, and defined user and business requirements. You will also be responsible for maintaining the operational efficiency of existing systems, troubleshooting complex application issues, and providing essential support to IT contractors and other teams to ensure systems meet the needs of SMECO's cooperative programs. As a Technical Support Analyst, you will analyze and address end-user IT requirements and monitor the performance of existing solutions. You will work collaboratively with internal teams and external vendors to troubleshoot and resolve moderately complex application issues, ensuring that systems remain efficient and effective. Additionally, you will support the development and coordination of end-user training, create user manuals for new applications or program enhancements, and ensure proper usage. You will play a key role in assisting with the development, maintenance, and implementation of risk management procedures, ensuring adherence to software licensing requirements and security protocols. This position offers the opportunity to work closely with IT contractors, application representatives, and cross-functional teams to resolve daily application issues and contribute to the seamless operation of SMECO's systems. This position requires a Bachelor's or advanced degree in an information technology/computer science related field. Experience will be considered in lieu of degree requirement. A minimum of two years' progressive work experience in programming and/or analysis with strong analytical skills and written and verbal communications skills. You must have Familiarity with the Advanced Distribution Management Systems (ADMS) applications, Network and Outage Management software, Distribution SCADA systems and related SCADA hardware, and other integrated applications/systems. a. Administration of applications used by electric utilities with moderate knowledge of best practices in configuration, management, and deployment of smart grid technology. Moderate knowledge of how these systems integrate with third party software applications is preferred. b. Moderate understanding of electric networks as they apply to electric distribution data modeling. c. Moderate knowledge of communication networks and communication systems and the secure management of such networks/systems. d. Ability to update and manage data within an application or database using export and import methods from other systems and databases. e. Administration of system integrations between software applications/systems with moderate knowledge of best practices in deployment, configuration, and maintenance of software packages. Moderate understanding of data mapping/relationships between the ADMS and GIS applications is preferred. f. Proficient in Microsoft Office suite programs; Outlook, Word, Excel, etc. g. Moderate experience in SQL queries writing, Windows Servers, Oracle databases, UNIX database platforms, XML message structure, Data Analytics systems, and VMware vSphere. h. Moderate experience in establishing, running and supporting multiple environments in a highly available, redundant server environment. i. Troubleshooting business processes across multiple platforms. j. Familiarity of Electric Distribution Management, Outage Management, and Distribution SCADA applications and business processes. The starting salary range for this position is $83,000 - $107,600.
