Position:InternationalSpecialist:Cost Estimator and PPPSpecialist Background:Winrock International is recruitinganInternational Specialist: Cost Estimator and PPP Specialistfor anAsian DevelopmentBank(ADB)opportunity in Laos focused on Sustainable Agrifood systems.The projectwill contribute tofood security and nutrition improved, and agricultural value addition increasedin a climate resilient and gender-responsive manner in Lao PDR.This position will be a part-time consultancy that will require a commitment of2person months over a5-yearperiod. Location:Remote. Major Responsibilities:
- Identifythe current level and types or methods of calculation of cost prices, if existing, of the various laboratories.
- Conduct a workshop on cost pricingcalculationfor laboratories conducting foodand feed analyses.
- Amongothersdefineobjectivesfor cost pricing calculations.
- Introduce thevarious typesof costing such as full absorption costing, process costing, order costing, ABCcostingand variable costing in the workshop.
- Introduce the WHO laboratory test costing tool - user manual/training manual.
- Conclude the type of costing most suitable for the laboratories in Lao PDR.
- Discuss an implementation plan to developcost pricescalculations for the individualanalysesfor the different laboratories.
- The consultant follows up with the laboratories on progress made to developthe costpricing.
- Organize a workshop and discuss the requirements of cost pricing.
- Seek approval from the Ministry of Finance to apply the cost prices and make the prices visible and transparent on the websites of the laboratories.
- Present a comprehensive analysis of the food control laboratories that deliver laboratory services based oninternational bestpractices.
- Present a robust analysis on regulatory and institutional framework, technical option, economic and financial assessment, and market analysis related to sector.
- Provide a policy and technical recommendation in implementingPPPscheme within the sector of food and feed laboratory analyses.
- Develop a roadmap for a PPP for the essential public laboratories.
- Conduct a workshop onthe findings.
- Support the government in its call for expressions of interest for the privatization ofthe foodsafety laboratories.
Qualifications Education:Master's degree infinance Experience:
- Atleast10years'of relevant professional experience
- Hands-on experience with developing cost pricing calculations for food and feed laboratories
- Regional experience in budget preparations for analytical laboratories,
- Strongbackground in finance of analytical laboratories or equivalent private sectoroperatedfacilities,
- Experience in the development ofPPP'sin the food laboratory industry
- Experience working in LAO PDR preferred
- Experience working with ADB preferred.
- ExperienceworkinginASEAN countries-particularly inLao PDR,Vietnam, andCambodiaconsideredasanadvantage
Computer Skills:Proficiencyin using Microsoft Office software, including Word, Outlook, and PowerPoint. Advancedproficiencyin Excel is preferred. Communication Skills:Strong written and verbal communication skills arerequired, including effective public speaking and the ability to communicate complex issues both verbally and in written form. Language:Fluent inEnglish (written and spoken),Thaior Lao language skills (preferred) Physical Demands:Regional travel may berequired. This position is basedon-goingdonor funding.
