Pay From: $75.00 per hour


MUST:

Experienced Lead Application Developer (SME)

10 + years professional experience

Working experience in an economic research or academic environment highly preferred

5+ Years' experience of experience in JavaScript or related application development.

5+ years in a consulting position, delivering software implementation engagements.

Design and oversee integration with third-party systems (e.g., telephony, monitoring tools, HR systems, or other enterprise applications) using REST/SOAP APIs and middleware.

Develop custom scripts, automation logic, and advanced functionality using server-side and client-side scripting languages supported by the platform. Expertise with scripting languages such as PERL, JavaScript, Python, or Shell.

Web Service Integration (API Web Services) experience.

LDAP Integration experience.

Single Sign-on configuration and administration.

Excellent understanding of cloud federation technologies such as SAML, OAuth, and OpenID Connect and how to apply these technologies to enterprise and public-facing applications.

Experience with government cloud requirements for FedRAMP and FISMA.

Create and execute test plans, perform user acceptance testing (UAT), and validate that solutions meet requirements and perform reliably in production.

Thorough knowledge and/or experience working with Operating Systems (Linux, Windows).

ITIL knowledge with the ability to relate concepts to implementation strategies.

Provide strategic guidance on platform configuration, architecture, and usage to align with organizational goals, including process design, customization, and optimization.

Collaborate with stakeholders to gather, analyze, and document business requirements, translating them into detailed functional and technical specifications.

Design end-to-end solutions, including workflows, integrations, data models, and customizations, ensuring scalability, security, and performance.

Lead or perform hands-on configuration of modules, forms, workflows, business rules, notifications, and user interfaces to meet business needs.

Develop documentation, training materials, and conduct sessions for end-users, administrators, and support teams to ensure effective platform adoption.

Serve as the escalation point for complex technical issues, perform root-cause analysis, and implement permanent fixes or workarounds.

Monitor platform performance, usage trends, and emerging features to recommend enhancements, upgrades, and process improvements.

Ensure platform configurations adhere to organizational policies, security standards, and regulatory requirements (e.g., data privacy, audit trails).

Stay current with platform updates, participate in user groups, and liaise with the vendor for support, feature requests, or beta testing.

Experience in multiple application architectures and supporting technologies.

Excellent communications skills required - verbally with all levels of customer IT and business management as well as written with technical assessments and project related reports.

Consultative skills for software service delivery to lead customers to improve their processes and organizational models.

Experience as a team lead preferred.

Knowledge of business process re-engineering principles and processes.

ITIL Certification.

Bachelor's degree in computer science, systems analysis or a related study, or equivalent experience.

DUTIES:

Lead IT Service Management (ITSM) information gathering and implementation sessions

Act as a Subject Matter Expert to the organization for the division of Research and Statistics (R&S) cloud ITOM architecture, including integrations with multiple cloud providers, on premise services, network access, provisioning, and management

Develop a service catalog that showcases premier services

Maintain overall industry knowledge on latest trends, technology, etc.

Create tools and processes for asset and configuration management

Implement CMDB

Define and build optimal solutions for resiliency and disaster recovery for applications and services

Develop functional and technical design alternatives

Drive application build, product configuration, unit testing, and production deployment

Ensure solutions satisfy design objectives

Provide technical expertise and ownership in the diagnosis and resolution of issues, including the determination and provision of remediations or escalations to service owners

Ensure delivered solutions are realized in time frame committed; work in conjunction with project sponsors to size and manage scope and risk

Provide thought leadership in industry and to fellow team members across business and technical project dimensions solving complex business requirements

Provide forward thinking advice around where the organization is going and how technology can support current efforts and future workloads

Advocate and define cloud architecture vision from a strategic perspective, including internal and external platforms, tools, and systems

Act as the coach and mentor to team members and technical staff on their assigned project tasks

Develop a cohesive team and ensure their continued success

Lead the definition and development of cloud reference architecture and management systems

Conduct product work reviews with team members
