Job Description Summary

Reporting to an SVP of Programs within the Solutions Division, the Vice President of Rural and Tribal Communities will identify, set goals, implement and be responsible for the achievement of strategic objectives and outcomes focused on Enterprise's strategic vision on addressing housing needs including expanding housing options within Indian Country and rural communities across the country.

Specifically, the Vice President will lead teams to develop, refine, as well as advance existing and emerging projects, programs and activities and inform policy priorities related to Enterprise's work in rural and tribal communities, including a) creating and managing affordable housing and community development activities in support of tribal communities through technical assistance to Tribally Designated Housing Entities (TDHEs), Tribal Housing Authorities (THAs) Tribal Housing Departments, community-based organizations, Native CDFIs and public sector partners, as well as leveraging public and private resources including Enterprise grants, loans and equity products, and b) creating and managing affordable housing and community development activities in support of rural communities through technical assistance to non-profit organizations, public housing authorities and policy makers as well as leveraging public and private resources including Enterprise grants, loans and equity products.

The work of this role will include developing tools, advancing or supporting key programmatic and policy work, and ensuring coordination of priorities and work across multiple teams and divisions within Enterprise and the Solutions division. The Vice President of Rural and Tribal Communities will be a dynamic, proven subject matter expert and thought leader who can be one of the key external faces of Enterprise overall, and alongside staff, a key external ambassador and fundraiser for Enterprise's programs and projects.

Job Description

Key responsibilities

  • Set the strategies and supervise teams responsible for the planning, implementation, scaling and evaluation of complex and diversified programs and local activities related to rural and tribal housing needs, including ensuring that objectives and outcomes are achieved across Enterprise workstreams.

  • Oversee Sr. Directors and Directors to design and implement short, medium, and long-term objectives and goals for existing and emerging programs and ensure objectives and goals are achieved.

  • Lead the engagement with other Enterprise teams and work externally to identify and recruit communities for technical assistance and in-depth advisory services for rural and tribal related engagements providing strategic direction on the proposed scopes of work aligned with organizational goals.

  • Shape systems change efforts including advancing policy recommendations at federal, state and local levels.

  • Prioritize, assess and determine the strategic direction of rural and tribal efforts across the organization based on data collected, evaluation and implementation success.

  • Work closely with the Resource, Development, Marketing and Communications Department ("RDMC"), SVP, Programs, VPs and Directors and Sr. Directors division wide to co-collaboratively build programs, efforts and activities across the division and geographies.

  • Develop and oversee budgets along with all grants and contracts management.

  • Ensure the efficiency of implementation and accountability of rural and tribal work across Enterprise.

  • Follow and communicate rural and tribal housing and community development trends, and how they impact Enterprise's strategies and priorities.

  • Serve as subject matter expert in division-wide forums and processes (including peer networks, communities of practice, Solutions Training Academy, intake process).

  • Represent Enterprise in external meetings with both housing, service, philanthropy, investors and other partners including workshops, conferences, and other events as well as through thought leadership.

  • Manage team goals, metrics and milestones through goal setting, ongoing assessment, and communication. Use judgement to continue or redirect team efforts to achieve program and related goals.

  • Build trust and collaboration among team members and between teams across Enterprise.

  • Manage a clear set of roles and responsibilities within the rural and tribal teams to drive towards goals; and create meaningful opportunities for team members to learn and grow.

Qualifications

  • Minimum of 10 years leadership experience in nonprofit, government, tribal or philanthropy, overseeing multiple programs, contracts and activities, ideally at an organization serving rural, tribal or low-income communities.

  • Bachelor's degree required; an advanced degree in community development, planning, real estate, finance or a related field is strongly desired.

  • Demonstrated track record of collaboration with multi-sector partners.

  • Comprehensive working knowledge of program planning, organizational structure, budgeting, and administrative operations.

  • Knowledge and experience with rural and Native American focused financing resources.

  • Experience leading others to new levels of effectiveness and programmatic impact.

  • Excellent communication skills, both written and oral, with the ability to represent the organization externally across a wide range of stakeholders and constituencies.

  • Strong relationship builder with the ability to find common ground, build consensus and strengthen collaboration among diverse stakeholders.

  • Strong community awareness and astuteness.

  • Action oriented with the ability to successfully navigate in a fast-paced, outcomes-driven and entrepreneurial environment.

  • Demonstrated commitment to the values of equity, inclusiveness, and empowerment.

  • Flexible and adaptable, with a strong sense of urgency.

  • Travel expected - 50%

The base salary for this role is $185,000 to $230,000, depending on level of skills and experience.

The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance. The salary range is just a part of the total rewards package provided to employees at Enterprise, and other rewards may include annual performance bonuses and generous paid leave programs.
