Scope of Work:

The Accounting Manager is responsible for overseeing the day-to-day accounting operations of a government contracting organization, ensuring compliance with U.S. GAAP, FAR, and CAS requirements. This position supervises the general ledger, accounts payable/receivable, billing, revenue recognition, and monthly close processes, while supporting audits, indirect rate management, and internal controls. The ideal candidate brings leadership, analytical rigor, and deep understanding of GovCon financial compliance.

Responsibilities:

Accounting Operations & Compliance

  • Oversee daily accounting activities including general ledger, accounts payable/receivable, payroll allocations, and cost reporting for all government contracts.
  • Ensure compliance with FAR, CAS, and DCAA requirements in all accounting transactions and reporting.
  • Manage indirect rate calculations and support development of forward pricing rates and incurred cost submissions.
  • Review and approve journal entries, reconciliations, and financial statements for accuracy and compliance.
  • Coordinate annual audits, including Incurred Cost Submissions (ICS), 401(k) audits, and external CPA reviews.

Financial Reporting & Analysis

  • Prepare and review monthly, quarterly, and annual financial reports for both internal management and government agencies.
  • Oversee project-level cost tracking, revenue recognition, and margin analysis to ensure accurate reporting.
  • Partner with project managers and operations teams to ensure accurate billing, revenue forecasts, and budget adherence.
  • Provide financial insight and recommendations to improve efficiency, profitability, and compliance.

System Management & Process Improvement

  • Administer and optimize accounting system functionality (Deltek Costpoint, Cognos, or Unanet), including maintenance of cost pools and project structures.
  • Identify process gaps and implement best practices to enhance internal controls, efficiency, and compliance.
  • Support integration of new systems, acquisitions, or business units into the accounting structure.

Leadership & Team Management

  • Supervise, mentor, and train accounting staff, ensuring professional development and performance excellence.
  • Foster collaboration with HR, Contracts, Procurement, and Operations to ensure consistent, compliant financial practices.
  • Develop and maintain accounting SOPs and internal control documentation.
  • Adhere to company policies, procedures, and safety regulations.
  • Performs other duties as assigned.

Requirements:

  • Bachelor's degree in Accounting, Finance, or related field required; CPA or MBA preferred.
  • Minimum 10 years of accounting experience, with at least 7 years in government contracting.
  • Strong working knowledge of FAR, DFARS, CAS, and DCAA requirements.
  • Experience with Deltek Costpoint (preferred) or similar ERP system in a multi-entity environment.
  • Proven experience managing indirect rates, cost pools, and government billing (CPFF, T&M, FFP).
  • Advanced understanding of GAAP and government accounting principles.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent communication and leadership abilities.
  • High level of integrity and discretion in handling confidential information.
    • Proficiency in Excel and financial reporting tools (Cognos, Power BI, etc.).
    • Proven ability to manage multiple priorities and meet deadlines in a fast-paced environment.
    • Strong initiative, judgment, and ability to work independently

Physical Demands / Work Environment:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Regular use of hands and fingers for typing, writing, and handling office equipment.
  • Ability to occasionally walk, reach with hands and arms, and stoop or kneel.
  • May occasionally lift or move objects up to 25 pounds (e.g., files, office supplies).
  • Clear vision to read documents on computer screens.
  • Ability to communicate effectively in person, by phone/video meeting, and email.
