Data. FI Lesotho Business Analyst
Palladium is currently seeking a highly motivated and detail-oriented Business Analyst to join our team and support Data.FI project implementation in Lesotho. The Business Analyst will be responsible for analyzing and understanding business processes, gathering requirements, and proposing solutions to enhance the efficiency and effectiveness of our health information systems. The successful candidate will collaborate with various stakeholders, including business users, project managers, and IT teams, to translate business needs into actionable plans and ensure the successful delivery of projects. In Lesotho, Data.FI will support the Ministry of Gender, Youth, and Social Development (MGYSD), Ministry of Health (MOH), National AIDS Commission (NAC) and the USG to support design and implement various digital HIS components, improve data use and support information security initiatives. The Business Analyst will lead documentation, and solution design for priority digital health platforms, LODIIS, eLMIS, and iHRIS and drive advanced data analytics, governance, interoperability, and information security improvements. The role will bridge business needs and system enhancements by working with developers, government stakeholders, and USG partners to advance digital innovation, improve data use, and support localization, interoperability, and transition of systems to government ownership. The Business Analyst, in partnership with the MGYSD, MOH and other stakeholders, will support documentation of requirements to facilitate development or customization of relevant digital solutions.
This position is based in Maseru, Lesotho. The fixed term of this assignment is 4 months, from December 2025 through March 2026.
Primary Duties and Responsibilities: Systems Enhancement & Interoperability
- Translate business requirements into system specifications for
enhancements to LODIIS, eLMIS, and iHRIS. - Support interoperability with DHIS2, EMR, and HIE using FHIR
and OpenHIE standards. - Participate in solution architecture discussions, workflow design,
and optimization. - Support DevOps coordination with developers for system upgrades,
debugging, and feature rollouts. - Strengthen platform security by aligning enhancements with 10
FAM 400, national infosec standards, and access control mechanisms such as Keycloak. - Document change requests, system logic, workflows, and integrations for version control and governance.
Data Analytics, Innovation & AI/ML
- Use Apache Superset, Power BI, and Azure ML tools to
produce interactive dashboards and predictive analytics for program insights. - Apply
AI/ML models to optimize forecasting, case prioritization, stock visibility, and HRH planning. - Support
the development and refinement of data pipelines to optimize data transfer from core systems (e.g., DHIS2, eLMIS, LODIIS, iHRIS) to analytics and BI platforms. - Contribute to the design
of data dictionaries, indicators, and governance frameworks that strengthen data quality, consistency, and promote a culture of data use across programs.
Governance, Compliance & Information Security
- Support system governance structures, change management processes, and compliance with cybersecurity policies.
- Ensure systems adhere to MOH digital architecture, HIE requirements, and data protection frameworks.
- Maintain documentation libraries, SOPs, and system governance artifacts for sustainability and audit readiness.
Stakeholder Engagement & Localization (Transition Support)
- Coordinate with MOH, MGYSD, NAC, IPs, and the USG mission to align system requirements with national needs.
- Facilitate user feedback loops, requirements validation, and solution walkthroughs.
- Support execution of the Localization and Transition Roadmap, ensuring systems can be sustainably managed by the government.
Stakeholder Engagement, Capacity Strengthening & Transition
- Coordinate with MOH, MGYSD, NAC, IPs, and
U.S. Government stakeholders. - Provide ongoing technical capacity
strengthening of government counterparts through side-by-side system support, coaching, and joint solution reviews. - Support execution of the localization and
transition roadmap to ensure sustainable government ownership.
Required Qualifications:
- Bachelor's degree in Information Systems, Computer Science, Public Health Informatics or a related field.
- Proven experience as a Business Analyst in the health domain or in a similar role.
- Experience working with DHIS2, CommCare, iHRIS, LODIIS, OpenMRS & OpenLMIS is an added advantage.
- Familiarity with health information exchange (HIE) standards, interoperability protocols (e.g., HL7 CDA, FHIR,OpenHIE, APIs) and knowledge of AI/ML concepts is a plus.
- Experience with Electronic Health Records (EHR) systems, Business Intelligence (BI) platforms (Superset, Power BI), and health information exchange (HIE) platforms are an advantage.
- Strong understanding of information security, governance, and system integration.
- Excellent analytical, documentation, and stakeholder engagement skills.
- Excellent written and verbal communication skills, with the ability to effectively convey technical concepts to non-technical stakeholders.
- Proficiency in documenting requirements, creating process flows, and producing clear and concise technical documentation.
- Familiarity with project management methodologies and the software development lifecycle (SDLC).
- Ability to work independently and as part of a cross-functional team, managing multiple tasks and priorities effectively.
- Demonstrated ability to build strong working relationships with stakeholders at all levels of the organization.
Key Deliverables:
- Business Requirements Documentation (BRD) and Functional Specs for each supported platform.
Interoperability requirements and integration maps for DHIS2, EMR, and HIE. - Analytics dashboards and AI-enabled insights supporting MOH decision-making.
- Governance documents, SOPs, and system transition artifacts.
- Quarterly progress reports aligned to GHSD, MOH, and PEPFAR priorities.
- Technical documentation for Lesotho OVC DREAMS Integrated Information System, Electronic Logistics Management Information System (eLMIS) and Integrated Human Resources Information System (iHRIS).
- User manuals, guides, and training materials for stakeholders and end-users of the various systems.
- Appropriate governance mechanisms supported during documentation of the various requirements.
- Progress reports on system development and enhancements for stakeholders, including PEPFAR, MOH, USG-funded IPs and MGYSD.
