Bluehawk is seeking an experienced and highly organized Task Order Program Manager (PM) to lead and oversee contract execution in support of the Department of Homeland Security's (DHS) Countering Weapons of Mass Destruction (CWMD) Directorate. This is a Key Personnel position responsible for managing program operations, coordinating deliverables, and ensuring quality performance across all task order requirements. The ideal candidate will demonstrate strong leadership, program management expertise, and familiarity with personnel security, contract administration, and federal operations

Responsibilities

    Provide overall program leadership, coordination, and implementation of contract services in collaboration with the Contracting Officer's Representative (COR), Alternate COR (ACOR), or Technical Point of Contact (TPOC).
  • Oversee daily task order performance, staffing, and deliverable management to ensure all contractual requirements are met.
  • Serve as the primary point of contact between Bluehawk, DHS CWMD leadership, and federal stakeholders.
  • Monitor progress, identify risks, and implement mitigation strategies to maintain program efficiency and compliance.
  • Supervise and support personnel performing contract tasks, ensuring alignment with mission objectives and performance standards.
  • Develop and maintain project plans, progress reports, and metrics to track program success.
  • Review, evaluate, and process background investigations (BIs) on applicants, employees, and contractors within agency guidelines and delegated authority.
  • Ensure timely response to task order inquiries, deliverables, and reporting requirements.
  • Provide strategic guidance and operational oversight to meet project milestones and customer expectations.
  • Represent the program in meetings, briefings, and performance reviews with DHS and government officials.


Qualifications

  • Bachelor's degree in Business Administration or a related field required.
  • Minimum of five (5) years of specialized experience, including:
    • Three (3) years of program management experience, and
    • Two (2) years of experience reviewing and processing background investigations (BIs) for applicants, employees, or contractors.
  • Alternatively, eight (8) years of general experience (in an office setting) and five (5) years of specialized experience may be substituted for the degree.
  • Strong understanding of federal contract management, personnel security processes, and performance tracking.
  • Excellent leadership, communication, and organizational skills.
  • Must be available at contract award and able to obtain and maintain a Security Clearance.

Preferred Qualifications:

  • Prior experience supporting DHS, DoD, or other federal programs in a Program Manager or Task Order Lead capacity.
  • Demonstrated success managing complex contracts, multidisciplinary teams, and mission-critical deliverables.
  • PMP certification or equivalent program management credential.
