Job Summary

The Director of the Program Management Office (PMO) serves as a pivotal leader under the COO, responsible for overseeing the successful execution of all programs and contracts across F3EA's portfolio. This role ensures project alignment with corporate strategy, operational excellence, and compliance with federal acquisition regulations (FAR/DFARS). The PMO Director collaborates closely with the Technology, Innovation, and Strategic Systems (TISS) division to optimize systems integration, reporting, and automation, ensuring that data-driven decision-making and enterprise visibility drive performance across the organization.

Roles and Responsibilities Program Governance & Oversight
  • Oversee all F3EA program execution activities, ensuring compliance with contract terms, quality standards, and customer expectations.
  • Develop and implement PMO policies, frameworks, and standardized procedures consistent with DoD and federal contracting best practices.
  • Manage program lifecycles-from capture transition to closeout-ensuring cost, schedule, and performance goals are met.
  • Lead risk management, performance reporting, and program reviews for internal and external stakeholders.
  • Support COO in portfolio analysis and enterprise resource allocation to achieve strategic goals.
Strategic Alignment & Collaboration
  • Translate corporate objectives into executable project and program plans that align with the COO's operational directives.
  • Partner with the TISS division to integrate data systems, dashboards, and automation tools that improve PM visibility and accuracy.
  • Collaborate with Business Development during proposal and RFP/RFQ phases to ensure operational feasibility, proper resource allocation, and cost realism.
  • Contribute to strategic initiatives that enhance organizational maturity, scalability, and readiness for new government opportunities.
Leadership & Workforce Development
  • Lead, mentor, and evaluate program managers, ensuring alignment with F3EA's Core Values-Excellence, Trust, Professionalism, Expertise, and Integrity.
  • Promote a culture of accountability, transparency, and continuous improvement across all programs.
  • Develop and maintain career progression paths and training plans for program management professionals.
Metrics, Reporting & Quality Management
  • Maintain oversight of contract deliverables, program milestones, and reporting deadlines.
  • Develop and maintain PMO dashboards in collaboration with TISS to track cost, schedule, and performance metrics.
  • Partner with the COO to generate executive-level reports and performance analytics for leadership and government clients.
  • Support internal audits, Corrective Action Requests (CARs), and compliance inspections.
Operational Excellence & Process Improvement
  • Identify process bottlenecks and lead continuous improvement initiatives to enhance PM efficiency.
  • Ensure consistent documentation and lessons learned integration across all projects.
  • Champion innovation by integrating technology and modern PM tools for streamlined operations.
Supervisory Responsibilities
  • Yes - Manages a team of program managers and project leads across multiple contracts.
Required Qualifications and Education
  • Bachelor's degree in Business, Management, Engineering, or related field (Master's preferred).
  • PMP Certification required.
  • Minimum 8 years of program management experience in defense or federal contracting environments.
  • Demonstrated success managing large, multi-disciplinary project teams across CONUS and OCONUS operations.
  • Deep understanding of the Federal Acquisition Regulations (FAR/DFARS) and contract compliance.
  • Proven ability to lead PMO transformation initiatives and implement standardized project methodologies.
  • Ability to obtain and maintain a DoD security clearance.
  • U.S. citizenship required
Preferred Qualifications and Education
  • Prior military or SOF background (USASOC, USSOCOM, or interagency experience).
  • Experience with ISO 9001 or CMMI-aligned Quality Management Systems.
  • Familiarity with cost-type and IDIQ contract structures.
  • Demonstrated experience collaborating with IT/Systems divisions to automate and optimize PMO workflows.
  • Ability to travel up to 25% for site visits, meetings, and customer engagements.
Work authorization/security clearance requirements
  • Ability to obtain and maintain a Department of Defense security clearance
Physical Demands/Work Environment
  • Primarily office-based with periods of sitting and screen exposure. Occasional field or site visits to training or government facilities.
Additional Notes

Ideal candidate will be an experienced Project/Program Manager with recent military/contract/SOF background and a current security clearance that can manage several projects and programs simultaneously with little supervision and be able to deliver maximum results with limited time and resources.
