The Department for People Operations, Success, and Opportunity consolidates three previously independent units responsible for administering personnel-related processes and programs into one unit. The department is central to ECU's strategic priority for workforce success and building a culture of care, belonging, and opportunity for all campus constituencies, the Department provides leadership to the university's innovative and dynamic efforts to recruit, retain, develop, and support a thriving workforce and foster an equal opportunity learning and working environment. The staff works to support the mission of the University with an overarching commitment to delivering outstanding customer service.
Compliance and personnel matters administered by this unit are governed by federal and state laws, regulations, statutes, and policies including but not limited to Title
VII of the Civil Rights Act of 1964, as amended; Title IX of the Education Amendments of 1972; the Equal Pay Act of 1963, as amended; the Age Discrimination in Employment Act of 1967, as amended; the Rehabilitation Act of 1973, as amended; the Vietnam Era Veterans' Readjustment Assistance Act of 1974, as amended (
VEVRAA); the Americans with Disabilities Act of 1990, as amended; the N.C. General Statutes 126-16, as amended; the
UNC Policy Manual, and The Code of the University of North Carolina. The Department for People Operations, Success, and Opportunity plays a crucial role in coordinating institutional compliance and implementing compliant processes and practices. |
| Job Duties |
Reporting to the Director of Engagement & Development, the
POSO Specialist serves as the primary resource for employee engagement, development, and employee relations. The unit focuses on the employee journey from recruitment to departure as well as focusing on the relationship between the employee and the institution. This role is responsible for learning and development initiatives and employee engagement programs to enhance organizational culture and workforce success. Additionally, the position supports conducting formal reviews, advising leadership on complex employee issues, and ensuring adherence to university, state, and federal laws and policies.
65% Learning & Organizational Development
Program design & development: Assess needs; research and design strategic, goalaligned learning for managers and employees (instructorled, online, hybrid) spanning leadership, communication, team effectiveness, core people development practices, and system skills. eLearning & content creation: Build and maintain online modules and microlearning using universitystandard authoring tools (e.g., Articulate, Captivate, Camtasia). LMS/catalog administration & communications: Publish offerings, manage sections/enrollments/certificates, maintain accurate catalog pages, and communicate schedules and access instructions. Maintain participation and credential records. Program operations & partnerships: Coordinate dates, presenters, and logistics; partner with internal/external subjectmatter experts to plan and deliver sessions; manage materials and supporting resources. Evaluation & improvement: Measure effectiveness (e.g., surveys/metrics), analyze outcomes, and iterate content/delivery to improve impact. Department consults & custom solutions: Consult with departments to identify needs; design/deliver tailored training sessions; recommend process improvements; collaborate with POSO partners to address organizational development goals. Compliance of training content: Ensure learning content aligns with applicable university policies and governing requirements; coordinate updates when requirements change. New Faculty & Staff Orientation (NFSO) & onboarding (backup): Serve as a backup resource for NFSO facilitation/scheduling and newhire onboarding logistics; help keep materials and the new employee site current when covering.
30% Employee Relations & Employee Engagement
Supervisor enablement & performance management coaching: Provide practical guidance and training to supervisors and partners on documentation, coaching and feedback, performance planning/reviews, and PIP support in partnership with the Engagement and Development team. Early conflict support & facilitation: Offer conflictcoaching and lowrisk facilitation to resolve issues early; escalate complex cases to POSO Specialists. Refer matters related to Title IX or EEO to the appropriate offices; coordinate as needed to avoid duplication. Engagement initiatives: Support climate/engagement survey logistics and postsurvey rollups for leader actionplanning; coordinate with POSO partners on followthrough. Recognition & events: Assist with employee recognition programs and events (e.g., Service Awards, Treasured Pirate, state programs), including logistics, records, and communications.

| Minimum Education/Experience |
Bachelor's degree and two years of progressively responsible professional human resources management experience; or an equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. |

| Preferred Experience, Skills, Training/Education |
- Master's degree in Instructional Design, Educational Technology, Adult Education, Organizational Development, Human Resources, Business Administration, or a related field.
- Professional certifications such as APTD/CPTD, SHRMCP/SHRMSCP, or PHR/SPHR
- Experience designing and delivering professional development for staff and administrators, including management development content
- Proficiency with Articulate 360ai, Panopto, and Cornerstone LMS
- Experience with live, hybrid, and asynchronous instructional formats
- Strong consultation and needs assessment skills
- Knowledge of adult learning theory and instructional design models (e.g., ADDIE)
- Experience supporting recognition programs and surveybased engagement work.
- Strong communication and facilitation skills; ability to manage sensitive information with discretion and meet deadlines in a fastmoving environment.
- Proven ability to manage sensitive and confidential information and handle multiple priorities with timeliness and accuracy.
