Job Description
Primary Purpose Lead and direct the supply chain management (SCM) strategic operations team composed of indirect procurement, fleet management, foreign trade, logistics, materials management, operations & maintenance (O&M) in support of Sempra Infrastructure (SI) organization across all business lines in North America. In line with company vision and financial targets, develop and execute strategic vision in support of operational excellence by clearly understanding the spend and stakeholder landscape, leveraging market intelligence, industry knowledge, and cross functional collaboration. The team is composed of multicultural and multinational supply chain management professionals, of various experience levels, in the provision of contracts and procurement services. Drive synergies and commercial value across a wide range of functions and geographical locations. Pursue continuous improvement and elimination of non-value-added activities within processes.
Duties and Responsibilities
- Lead execution, performance and compliance team activities with established policies and procedures:
- Foster a team culture in line with SI's safety values and contributes to ensuring that everyone is safe, every time.
- Manage, hire, and allocate resources to maximize efficiency and meet business requirements.
- Develop and manage talent through coaching and training programs.
- Manage the continuous development and improvement of the team of direct reports, functions, processes, systems, contracting and documentation.
- Develop and implement career ladder and career plan across the organization fostering talent retention and development.
- Conduct periodic reviews activities performed by managers, supervisors and individual contributors to ensure the team is meeting business requirements and realizing benefits to the organization by making data-driven decisions.
- Ensure established policies and procedures are followed and adjusted when required.
- Support the development, maintenance and continuous improvement of SCM policies, practices, procedures, and responsibilities.
- Create and manage meaningful metrics, performance criteria, KPIs, dashboards and reporting.
- Ensure effective communication between team and internal stakeholders within business units and assets.
- Provide guidance to team and internal stakeholders on procurement strategies; maintain procurement ethics in accordance with best practice and policies.
- Establish deep industry insights, leveraging market intelligence and analytics to develop longer-range supply strategies and plans that drive significant value while meeting business needs.
- Based on the Company vision and strategy, lead the execution of the following strategic activities:
- Support development and execution of the SCM strategy, including indirect procurement, customs compliance, fleet management, indirect procurement, logistics, material management, and O&M procurement objectives and priorities.
- Develop and execute contractual strategies that will deliver on objectives, priorities and value creation (e.g., cost savings, enhancements).
- Develop and execute ready for operations (RFO) strategies to ensure operational reliability.
- For enterprise-wide services, collaboration with the category management team to define and implement suppliers' strategy and foster key suppliers' relationship.
- Develop a wholistic North American Strategy in support of operations excellence.
- Lead major and critical contracts' negotiation.
- Develop and Implement contract compliance strategies.
- Closely collaborate with other SCM teams to ensure alignment on category strategies, strategic improvement initiatives, market intelligence gathering and business analytics.
- Establish deep industry insights, leveraging market intelligence and analytics to develop longer-range supply strategies and plans that drive significant value while meeting business needs.
- Support other SI and SCM key initiatives as required (i.e., business integration projects and system implementation projects).
- Manage team's budget and cost codes strategically and effectively
- Maintain a sound relationship Management (Internal & External) program:
- Establish effective strategic relationships with key stakeholders while also understanding, anticipating, and responding to their business needs, objectives, and challenges.
- Provide guidance and resources to support the development of comprehensive business strategies.
- Work with business units and assets to mitigate uncertainties by planning and forecasting future demand.
- Ensure communication of strategic data, KPI and results throughout the organization.
- Champion the best way of fulfilling demand by bringing insight into supplier capabilities.
- Ensure development and management of supplier relationships in a way that creates an environment for win-win.
- Manage strategic operations budget strategically and effectively.
- Perform other duties as assigned.
Qualifications
Education
- Bachelor's degree in Supply Management, Accounting, Finance, Business Administration, Engineering, or related field of study required. Master's degree preferred.
Experience
- 15 years of leading SCM teams in support of O&M and capital project execution required.
- 12 years in broad facets of supply chain management including contracts, procurement, logistics, and material management required.
- 8 years of managing a team of direct and indirect reports required.
Knowledge, Skills and Abilities
- Ability to define program requirements and using data and metrics to determine improvements.
- Knowledge of large-scale O&M contracts, master service agreements, price agreements, with a commanding understanding of risk identification/mitigation, and contractual terms and conditions.
- Ability to provide strong leadership and clear direction while motivating and mentoring others.
- Ability to empower, influence, work with, and form strong partnerships with multiple stakeholders to create optimal strategic procurement approaches and solutions.
- Ability to challenge status-quo and present innovative solutions that promote SI's interests.
- Commercial acumen and negotiation skills.
- Ability to manage change through influence and conflict resolution including driving major commercial decisions across a diverse set of business units and internal stakeholders.
- Ability to think strategically and act opportunistically based on the market or supply shifts.
- Ability to work both independently and autonomously with minimal supervision.
- Ability to manage uncertainty and respond to rapidly changing market dynamics.

Other Conditions
- About 30% international and domestic travel via automobile, airplane and/or mass transit.
Licenses and Certifications
- Certified Professional in Supply Management (CPSM) preferred.
- Certified in Supply Management (CSM) preferred.
- Certified Planning and Inventory Management (CPIM) preferred.
- Certified Supply Chain Management (CSCP) preferred.
- Six-Sigma (Black, Green or Yellow Belt) preferred.
Work Schedule
HYBRID: Work a combination of onsite and remote days each week, typically 3 days per week onsite.

$169,400.00 - $254,100.00 / year
