About the Department: Information Services is the central IT department supporting all divisions of the Metropolitan Council. Our 140 team members provide technology, practices and innovative solutions that enable the core services of the Council. How your work would contribute to our organization and the Twin Cities region: The Grants Management Applications System Technical Administrator/BSA 3 will primarily support the technical elements for the Council's Grants Management Application that runs on the Fluxx Grants Management System.
Successful candidates will have an in-depth, comprehensive technical working knowledge of an enterprise-wide application/system or an operational-critical system and lead projects of moderate complexity. Information systems are typically enterprise-wide and/or have a significant impact on Council's operations.
The individual will need to have a broad understanding of business systems and will have responsibility for performing complex modifications and configurations within the systems being maintained for the Grants Application. This position will have a significant role in system analysis, problem identification, and the recommendation/ implementation of solutions to higher-level management. The Grants Management Applications System Technical Administrator/ BSA 3 may lead organization-wide teams on system implementation projects and serve as a champion for business process improvements.

What you would do in this job

In this role, the BSA 3 will act as the Grants Management Applications System Technical Administrator and will be responsible for the technical configuration, security, and maintenance of the application for the grants management system. Additionally, they will ensure the system operates smoothly, securely, and in compliance with both organizational policies and grantor requirements. This role ensures accurate data entry, workflow management, compliance monitoring, troubleshooting, and timely reporting. The Administrator will serve as the primary technical system expert, supporting staff, grantees, in the use of the Fluxx grants platform. Key Responsibilities
- System Administration & Configuration
- Manage and configure the Fluxx platform, including user roles, permissions, forms, and workflows.
- Configure workflows (e.g., application routing, approval chains, payment processing)
- Ensure system settings and configurations align with grantmaking business processes.
- Maintain sandbox and production environments for testing and deployment.
- Integration & Data Management
- Develop, monitor, and troubleshoot integrations between Fluxx and other key systems (e.g., ERP systems such as Peoplesoft, data warehouse).
- Ensure data accuracy, synchronization, and integrity across platforms.
- Maintain compliance with data security and privacy standards.
- Reporting & Analytics
- Design and maintain system reports and dashboards to support grants operations, finance, and leadership.
- Ensure data is reliable, timely, and actionable for decision-making.
- System Maintenance & Enhancements
- Manage platform updates, feature rollouts, and configuration changes.
- Test and deploy enhancements following change management best practices.
- Document configurations, updates, and system processes.
- Technical Support & Vendor Coordination
- Serve as the primary technical contact for Fluxx-related issues.
- Troubleshoot and resolve escalated user issues and coordinate with Fluxx support as needed.
- Maintain system uptime, performance, and issue logs.
- Security & Compliance
- Enforce user access controls, system governance, and security policies.
- Support audits, data retention, and disaster recovery efforts.
- Cross-Functional Collaboration
- Partner with grants management, IT, and finance teams to align the system with operational needs.
- Translate business requirements into technical configurations or enhancements.
- Complete other duties as assigned.

What education and experience are required for this job (minimum qualifications)
-
Any of the following combinations of experience in management analysis or related analytical experience with a minimum of one-year performing configurations and modifications within a specific business application and completed education (degree field of study in Business Administration, Public Administration, Nonprofit Management, or related field or closely related field): High school diploma/GED with eight (8) years of experience.
OR Associate degree with six (6) years of experience.
OR
Bachelor's degree or higher with four (4) years of experience.

Systems Integration
- Systems Integration & Middleware experience
- Experience with integration tools (e.g., Boomi, MuleSoft).
- Understanding of ETL processes and data synchronization between systems.
Business Intelligence & Data Visualization
- Proficiency with reporting/BI tools such as Power BI, Tableau
- Ability to create visual dashboards and grant performance reports.
- Knowledge of KPIs and metrics relevant to grantmaking and program evaluation.
Application & Cloud Administration
- Experience supporting SaaS or cloud-based applications.
- Understanding of workflow automation, version control, and release management.
- Familiarity with cloud environments like AWS or Azure.
Packaged Application Expertise
- System design and configuration
- System implementation, upgrades, testing, and production support

What knowledge, skills and abilities you should have within the first six months on the job: Skill in (advanced level) in Fluxx Configuration
- Skill in creating forms, workflows, user roles, and permissions.
- Ability to confidently manage sandbox testing and production deployments.
Skill in Data Management & Integrations
- Knowledge in Fluxx's data structure and APIs.
- Ability to manage and troubleshoot data imports/exports and integrations with finance or CRM systems.
- Skill in building basic SQL and data validation skills.
Reporting & Analytics
- Ability to create accurate, automated Fluxx reports and dashboards.
- Ability to learn key grantmaking KPIs and how to visualize data effectively.
Governance & Security Awareness
- Ability to manage access controls and permissions securely.
- Knowledge of compliance, privacy, and backup requirements.
Cross-Functional Communication
- Skill in translating business needs into technical configurations.
- Skill in documenting processes and coordinate effectively with grants, finance, and IT teams.
Broader System Understanding
- Knowledge of the broader workings of Fluxx as it connects to other enterprise systems.
- Knowledge and expansion of automation and basic scripting for efficiency.

Full Salary Range: $41.34-$67.08/ Hourly /$85,987 - $139,526 annually (2025 wage rates).
