KJ is seeking a Quality Assurance Officer (QAO) to oversee quality on a Water Treatment Plant's upgrade project. This work will include replacement of chemical systems, new power buildings, tunnels for piping, a new grounds maintenance facility, a UV electrical building, and a new underground UV facility and chlorine contact basin. This position will play a key role in ensuring that the contractor's Quality Control (QC) program meets project plans, specifications, and approved submittals, and will work closely with multiple stakeholders to ensure safety, environmental compliance, and construction quality.



Key Responsibilities



  • Develop, execute, and manage the project's QA program.
  • Manage QA material testing and review submittals for conformance.
  • Attend contractor QC meetings for each definable feature of work.
  • Review and approve daily field reports from QC/QA staff.
  • Oversee contractor QC packages and ensure compliance with plans, drawings, specifications, and approved submittals.
  • Provide oversight and proactive engagement with the contractor's QC Manager.
  • Conduct regular site visits to review work in progress.
  • Monitor project schedule to ensure QA/QC program standards are maintained without delays.
  • Serve as the client's primary QA representative during planning and construction.
  • Collaborate with Field Engineers, QA inspectors, the Environmental Compliance Coordinator, and Safety Representatives.
  • Lead QA weekly meetings to review schedules, assignments, and quality packages.
  • Maintain regular communication with QA staff and participate in daily field huddles.
  • Respond to contractor correspondence and ensure proper document distribution.
  • Foster strong relationships and maintain open communication with team members, consultants, contractors, client staff, and the public while representing the client professionally and ensuring tasks are completed on time and in alignment with client values and workplace policies.


Qualifications



  • 15+ years of experience in construction quality assurance/quality control on large infrastructure projects, preferably on water/wastewater treatment plants.
  • Ability to read and interpret technical specifications, drawings, submittals, RFIs, and contract documents.
  • Strong communication and organizational skills.
  • Proficiency with project management and collaboration software (Bluebeam, Kahua, or similar).
  • Knowledge of safety regulations and standards.


Salary range for this position is anticipated to be $165,000 to $200,000, and may vary based upon education, experience, qualifications, licensure/certifications and geographic location.
