We are committed to supporting a diverse workforce that reflects the communities we serve. The Metropolitan Council is seeking to hire a full-time Senior Real Estate Specialist. The best-qualified candidate will possess a combination of the following:
- Real estate background
- Experience coordinating and participating in negotiations for the acquisition and disposal of real property
- Experience in market research and valuations
- Experience making recommendations regarding real estate issues
- Strong project management
- Experience working with public agencies and condemnation
How your work would contribute to our organization and the Twin Cities region: About the position: The ideal candidate will be well-versed in Minnesota real estate property requirements. They will possess excellent written and oral communication skills, utilizing these skills to negotiate with diverse property owners to acquire and dispose of both small and large properties. A solid understanding and ability to assess impacts of Federal and State regulations, rules, and laws on the real estate process, with excellent experience, to identify key areas of concern. Proven expertise in recommending practical and feasible solutions that meet customer needs while adhering to our Council values and stakeholders' interests, with strong knowledge and experience in reviewing and interpreting real estate documents. Collaborate with project managers, oversee real estate consultants, and assume the lead for other related duties. Anticipated Hiring Range
The full salary range is included in the job posting. However, our anticipated hiring range for this position is between $95,139 and $107,473. The starting salary will depend on the selected candidate's experience, skills, education, and internal salary equity. Additionally, this position offers a generous benefits package.

What you would do in this job
-
- Participate in planning, prioritizing, and coordinating real estate projects.
- Conduct basic research on land before acquisition or disposition
- Negotiate with property owners and work with Council legal representatives for the purchase and/or disposition of real property to meet the project's goals
- Review appraisals, including minimum damage acquisition reports, to comply with Federal and State requirements
- Prepare and oversee the execution of deeds, easements, and other related documents for efficient and timely closings
- Coordinate the relocation of individuals and businesses from acquired properties to ensure federal and state requirements are met
- Coordinate and oversee estate consultants and appraisers
- Assist in reviewing and updating real estate document templates
- Participate in developing and updating real estate work instructions and procedures

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of experience with real property transactions, reviewing real estate agreements and other related documents, and working with/for public government agencies is required, and completed education in real estate, urban/regional planning, business, or a closely related field.
- Associate's degree and six (6) years of experience
- Bachelor's degree and four (4) years of experience
- Master's degree and two (2) years of experience
What additional skills and experience would be helpful in this job (desired qualifications):
- Bachelor's degree in real estate, urban/regional planning, business, or a closely related field, and four (4) years of experience in real property transactions for public government agencies
- Experience in reading, understanding, and interpreting recorded real estate documents, construction plans, surveys, right-of-way maps, agreements, and other directly related documents
- Experience working as a project manager on public projects
- Experience managing large amounts of data and processes
- Knowledge of Minnesota real property requirements
- Experience in appraisal, real property transactions, and condemnation
What knowledge, skills, and abilities you should have within the first six months on the job:
- Knowledge of the real estate market and property appraisal
- Knowledge of Minnesota real property transaction requirements and laws, including eminent domain and relocation
- Excellent negotiation skills
- Ability to communicate and maintain effective working relationships with divisions and property owners
- Ability to identify issues from property owners and respond effectively
- Ability to adapt to changing priorities, demands, and timelines
- Ability to make independent judgments, initiate, and organize solutions to a variety of problems
- Ability to work independently with confidential information and perform under limited supervision, recognizing when assistance or guidance is required to set priorities or redirect workload.

Work may sometimes require travel between your primary work site and other sites. What steps the recruitment process involves:
