CDL COORDINATOR HUMAN RESOURCES CITY OF WORCESTER The City of Worcester is seeking qualified applicants for the position of CDL Coordinator for the Department of Human Resources. Under the direction of the Risk Management & Municipal Safety Officer, the CDL Coordinator is responsible for leading, managing and continuously improving the Commercial Driver's License (CDL) training program for City employees. The position will also support the administration and implementation of the City's Health and Safety programs. This position ensures that eligible employees receive comprehensive training aligned with state and federal guidelines, preparing them to obtain or upgrade their CDL credentials and related certifications. Additionally, the CDL Coordinator participates in the Department of Public Works & Parks (DPW&P) Accident Review Board, evaluating vehicle incidents and recommending appropriate training or corrective actions based on departmental and City policies. This role plays a vital part in ensuring compliance with City safety protocols and applicable State and Federal regulations, including OSHA standards and the Federal Motor Carrier Safety Administration (FMCSA) requirements, with specific responsibility for maintaining oversight of the FMCSA Drug and Alcohol Clearinghouse database. - Develop and implement a training program for City employees to acquire the necessary skills to obtain their Class A or Class B CDL licenses.
- Ensure training curriculum aligns with Massachusetts state regulations and prepares candidates for the state's CDL exams.
- Conduct hands-on training sessions in driving and maneuvering various CDL-equipped vehicles, including trucks and other large machinery used by the DPW&P.
- Provide classroom instruction on safety protocols, traffic laws, and regulations, as well as best practices for operating heavy-duty vehicles.
- Monitor trainees' progress, offer feedback, and evaluate readiness for the CDL exam.
- Assist current CDL drivers in obtaining additional licensure by providing the necessary training and preparing them for certification exams.
- Keep current on Massachusetts state requirements for hoisting licenses and ensure compliance with all regulations.
- Oversee the Accident Review Board, which determines if accidents involving department vehicles are preventable or non-preventable.
- In cases of preventable accidents, work with the involved employee to recommend and provide additional training.
- Track and document accident reviews and provide detailed reports to senior management.
- Foster a culture of safety and continuous improvement by identifying trends and implementing targeted training initiatives.
- Ensure Department compliance with all state and federal laws, rules and regulations.
- Conduct periodic refresher courses for current CDL drivers to ensure they remain compliant with safety practices and regulations.
- Assist with the development and enforcement of occupational safety programs and procedures with heavy focus on Federal DOT/FMCSA regulations, and MA CDL requirements.
- Assist with the administration of Federal DOT/FMCSA drug and alcohol testing programs for all City employees in safety sensitive positions.
- Act as an interdepartmental liaison and subject matter expert for occupational safety and health issues with heavy focus on CDL/DOT driver safety requirements.
- Conduct job hazard analysis and apply hazard control methodologies.
- Performs other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Ability to maintain accurate records of training sessions, progress reports and certifications
- Skilled in Microsoft Office Suite
- Ability to organize data electronically and prepare reports
- Ability to operate CDL equipment
- Ability to pass a driving background check
- Knowledge of State and Federal traffic laws, rules and regulations
- Knowledge of safety protocols as it relates to driving CDL Equipment
- Knowledge of state and federal driving laws
- Ability to manage multiple tasks, often with competing deadlines
- Ability to be flexible with work schedule and work location
- Ability to interface professionally with all levels of internal and external
- Ability to maintain certification as a Driver Trainer
- Regular on-site attendance is required
MINIMUM REQUIREMENTS:
- High school diploma or equivalent
- Ten (10) years of experience as a CDL driver or trainer
- Current and active Class A or Class B CDL license
- Must have a three (3) year clean driving record
- Certified Driver Trainer Certificate or ability to pass certification within first six months of employment
- Must have reliable transportation
- Excellent written and verbal communication
- Proficiency in Microsoft Office Suite
PREFERRED QUALIFICATIONS:
- Certified Driver Trainer Certificate
- Three (3) years of experience in public works, municipal services or transportation management
- Certification in defensive driving or safety training
- Three (3) years of experience with accident investigation or driving safety audits
