The International Council on Clean Transportation (ICCT) seeks an experienced Contracting and Regranting Manager to manage and optimize our contracting and regranting operations, ensuring reliable, well-organized systems to support the ICCT's transportation policy work globally. This role focuses on streamlining contracting and regranting processes, and creating frameworks for due diligence, regulatory compliance, and ongoing monitoring. Because of the ICCT's growth and expansion, our organization requires dedicated professional expertise to manage more complex contractual and regulatory requirements, especially those associated with regranting. The ICCT's regranting program channels resources and expertise to aligned organizations with local knowledge, trusted community relationships, and innovative approaches to clean transportation policy across diverse geographic, political, and cultural contexts. The ICCT's Contracting and Regranting Manager will serve as the primary steward of our subgrantee relationships while supporting compliance needs across all regranting activities. This position will also provide direct supervision and professional development support to the grants management team. This position will be part of the Development Team but will require extensive coordination with the Finance and Administrative Teams, as well as other ICCT teams. The role involves establishing standardized processes and oversight for all contract types throughout the ICCT, including those managed by various teams. A critical part of this position will be reviewing and updating ICCT's current contract management processes to ensure comprehensive tracking and management of all agreements, including non-financial contracts such as MOUs and NDAs. While the ICCT has managed basic grant and contracting operations, we now need someone who can implement best practices, establish comprehensive due diligence protocols, and create and manage systematic processes to support our continued improvement in these areas. This position will help the ICCT get maximum value from its contracting and regranting investments by enabling better risk assessment, streamlined management, and reliable compliance oversight. This is a full-time position based in our Washington, DC or San Francisco office and will report to our Senior Director of Communications & Development. KEY FUNCTIONS:
- Due Diligence & Risk Assessment
- Develop and implement comprehensive due diligence protocols for subgrantees.
- Assess prospective regrantees, including verification of 501(c)(3) status, financial stability, operational capacity, and mission alignment.
- Design and manage vetting processes including IRS verification, state charity registration compliance, reputational risk assessment, and reference checks.
- Assess and document risk factors associated with potential regranting partnerships, including screening for international activities and OFAC compliance.
- Collaborate with Finance and Administrative Teams to establish standardized risk assessment criteria that can be applied across all contract types organization-wide.
2. Contract Management & Legal Compliance
- Draft, review, and negotiate grant agreements with subgrantees in accordance with nonprofit contract law and IRS expenditure responsibility requirements.
- Negotiate contracts and review them for general services procurement, including scope of work, payment terms, and deliverable specifications.
- Ensure all contracts comply with expenditure responsibility requirements, applicable financing laws, and applicable grant management regulations.
- Develop and maintain standardized templates and procedures for regranting operations, including contracting vs. regranting decision frameworks.
- Track contract deliverables, performance milestones, and compliance requirements for both service contracts and grant agreements.
- Review and update ICCT's current contract management processes to establish comprehensive oversight of all organizational agreements, including non-financial contracts such as MOUs and NDAs.
- Coordinate with Finance and Administrative Teams to implement organization-wide contract tracking systems that capture all agreement types across departments.
3. Monitoring & Evaluation Systems
- Design and maintain comprehensive monitoring and evaluation frameworks in collaboration with other ICCT teams.
- Monitor financial performance and expenditures for contracts and grants.
- Conduct regular compliance audits and assessments, including quarterly strategic reviews and site visits when necessary.
- Aggregate impact data across multiple organizations and geographic regions for donor reporting and strategic decision-making.
- Work with Finance Team to develop integrated reporting systems that track performance across all contract types and departments.
4. Relationship Management & Support
- Maintain ongoing relationships with subgrantees throughout the grant lifecycle, facilitating strategic partnerships beyond simple funding relationships.
- Manage relationships with service contractors to ensure timely delivery of contracted services and resolve any performance issues.
- Facilitate peer learning and networking among regrantees to strengthen the overall ecosystem of clean transportation organizations.
- Coordinate with ICCT's research and policy teams to leverage organizational strengths in providing value beyond financial support.
- Serve as primary liaison between Development Team and other departments for contract-related matters, ensuring seamless coordination across teams.
5. Documentation & Reporting Systems
- Create and maintain robust documentation systems required for IRS compliance, donor accountability, and expenditure responsibility requirements.
- Prepare regular compliance and performance reports for internal stakeholders and external donors, including consolidated reporting across multiple grants.
- Maintain comprehensive contract files including executed agreements, payment records, deliverable tracking, and performance documentation.
- Train ICCT staff across our Development, Finance, and Program Services Teams on compliance requirements and regranting procedures.
- Establish centralized documentation systems that capture all organizational contracts and agreements, regardless of managing department.
6. Team Leadership & Professional Development
- Provide direct supervision, mentorship, and professional development opportunities for grants management team members.
- Establish clear performance expectations, provide regular feedback, and conduct performance evaluations for direct reports.
- Create training programs and standard operating procedures to ensure consistent application of best practices across the grants management team.
- Coordinate workload distribution and project assignments to optimize team efficiency and professional growth.
- Serve as escalation point for complex grant management issues and provide technical expertise to support team problem-solving.
REQUIRED QUALIFICATIONS:
- Bachelor's degree in Law, Public Administration, Nonprofit Management, or related field or equivalent work experience.
- 5+ years hands-on experience in nonprofit contract law, grant management, or related field with demonstrated expertise in regranting operations.
- Demonstrated expertise in IRS expenditure responsibility requirements and nonprofit compliance, including experience with Form 990 review and tax-exempt status verification.
- Experience with comprehensive due diligence processes including organizational assessments, financial health evaluation, and reputational risk assessment.
- Experience with contract negotiation and legal document drafting, particularly grant agreements with compliance and monitoring provisions.
- Strong knowledge of federal and state regulations governing nonprofit regranting, including financing laws and international compliance requirements.
- Experience managing oversight systems and differentiated reporting requirements for diverse organizational partners.
- Excellent problem-solving skills and attention to detail with experience in maintaining extensive documentation for regulatory compliance.
- Experience in team leadership and staff supervision, with demonstrated ability to mentor and develop professional skills in grants management personnel.
- Strong communication and coaching skills with experience providing constructive feedback and performance management.
PREFERRED QUALIFICATIONS:
- Experience in nonprofit sector, particularly with international regranting and organizations working in emerging markets.
- JD or Master's degree in relevant field (Law, Public Administration, International Development, or Nonprofit Management).
- Knowledge of transportation, climate, or environmental policy sectors.
- Experience with monitoring and evaluation framework development for diverse organizational partnerships and geographic contexts.
- Familiarity with donor compliance requirements and reporting standards for complex multi-partner initiatives.
- Professional certification in contract management, grant administration, or nonprofit management.
- Experience with capacity building and technical assistance for grassroots and emerging organizations.
This full-time position can be based in our Washington, D.C. or San Francisco office and have a salary of $101,700 (DC) or $111,900 (SF).
