Responsibilities

The Sponsor is seeking an experienced and motivated individual to perform the role of Project Manager/Systems Integrator. The individual selected for this position will support the Sponsor in defining and implementing a Program Management Center of Excellence (COE). The responsibilities will include a wide range of duties including providing tactical and strategic roadmap support, developing and implementing a training program, analysis support, content management, reporting mechanisms, and office business rhythms.

Duties include, but are not limited to, the following:

  • Serving as the project manager for the PM COE and working with the Government's authorized representative and customer agency representatives.
  • Leveraging industry's best practices (INCOSE, PMI, etc.) to establish a certification process and associated training program for the COE.
  • Establishing key process activities performed by program managers, systems engineers and other engineering professionals throughout the life cycle of a system.
  • Performing day-to-day management of the PM COE and developing long-term and strategic objectives to ensure that Sponsor's requirements will be satisfied.
  • Performing enterprise-wide horizontal integration planning and interfaces with other functional systems.
  • Facilitating all activities to include, at a minimum, tailoring, planning, gathering details, determining stakeholders and signatories, and conducting briefings.
  • Making independent decisions that deal with the daily schedule and work to be accomplished.
  • Leading/facilitating technical exchange meetings with internal/external stakeholders on business and activities associated with the PM COE.

Qualifications

  • Must possess and be able to maintain a TS/SCI clearance with Polygraph.
  • Bachelor's degree in a related field of Business or Systems Engineering or relevant experience.
  • Minimum of 15 years of experience.
  • Demonstrated knowledge of business and management principles for strategic planning, resource allocation, and coordination of people and resources.
  • PMP certification.
  • Demonstrated knowledge in the use and tailoring of the Project Management Framework.
  • Ability to identify complex problems, review related information to develop and evaluate options, and implement solutions.
  • Ability to synthesize information from various resources.
  • Demonstrated ability to multi-task and work independently; self-starter.
  • Ability to work in a dynamic and challenging environment.
  • Excellent communication and writing skills.
  • Strong interpersonal, networking, and critical thinking skills.

Desired Qualifications:

  • Ability to work in a dynamic and challenging environment.
  • Ability to coordinate with top-level managers in the planning of programs.
  • Ability to apply critical thinking to identify strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
