Security & Export Program Manager

The Security & Export Program Manager serves as the primary expert for ensuring compliance with DoD security protocols, export control regulations, and international trade requirements. This position is critical to protecting classified information, technology, and systems while enabling collaboration with domestic and foreign partners. The candidate will oversee security and export control policies, manage complex programs, and develop risk mitigation strategies to ensure all activities are conducted in accordance with DoD standards, federal laws, and international agreements.
This position requires an active Top Secret clearance due to the handling of classified information and coordination of sensitive projects.
Key Responsibilities Security Program Management
  • Develop, manage, and implement security policies and procedures consistent with DoD directives, National Industrial Security Program Operating Manual (NISPOM), and Intelligence Community Directives (ICDs).
  • Oversee physical, personnel, cyber, and operational security for both domestic and international programs.
  • Conduct security inspections, audits, and risk assessments to ensure compliance with contract and regulatory requirements.
  • Manage document control and ensure proper handling, storage, and transportation of classified information.
Export Compliance
  • Serve as the Subject Matter Expert (SME) for International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and other export control policies.
  • Evaluate and approve export licenses, Technical Assistance Agreements (TAAs), or other authorizations needed for transferring controlled technologies or information.
  • Collaborate with legal and government relations teams to ensure compliance with trade agreements, sanctions, and foreign military sales (FMS).
  • Maintain ongoing communication with regulatory authorities, including the Department of State, Department of Commerce, and other relevant agencies.
Cross-Functional Collaboration
  • Work closely with program management, engineering teams, logistics, and foreign partners to balance mission objectives with security and export compliance mandates.
  • Support contracting officers and acquisition teams with reviews of security clauses for new proposals and contracts.
  • Keep leadership informed of risks, process improvements, and policy updates impacting export control and security efforts.
Training and Education
  • Develop and facilitate training programs for internal staff, subcontractors, and external stakeholders on security protocols and export compliance.
  • Provide awareness campaigns on emerging threats related to espionage, cyber security, or export violations.
  • Act as a trusted resource for employees regarding questions or concerns about security or export limitations.
Incident and Risk Management
  • Investigate and resolve security and export compliance incidents, including breaches, unauthorized disclosures, or violations of DoD regulations.
  • Coordinate with law enforcement agencies, counterintelligence teams, and legal representatives for mitigation efforts.
  • Develop risk mitigation plans and policy updates to continuously improve program compliance.
Key Competencies
  • In-depth knowledge of ITAR, EAR, FMS, and international trade agreements affecting DoD operations.
  • Experience managing security policies adhering to NISPOM and ICDs.
  • Ability to develop strategies for mitigating compliance risks and ensuring operational continuity.
  • Strong written and verbal communication skills to interface effectively with government officials, contractors, and foreign entities.
  • Ability to lead teams in a multi-stakeholder environment and execute projects on schedule.
Basic Qualifications
  • Security Clearance: Active Top Secret clearance with eligibility for Sensitive Compartmented Information (SCI) access.
  • Education: Bachelor's Degree in Security Management, Business Administration, International Affairs, or related field. Equivalent military or professional experience may be substituted.
  • Experience:
  • Minimum of 7 years in security compliance, export controls, or related DoD program management roles.
  • Experience with classified programs or international trade initiatives.
  • Certifications:
  • Industrial Security Professional (ISP), Certified Export Specialist (CES), or similar certification preferred.
  • Familiarity with cybersecurity frameworks such as NIST or RMF is a plus.
