Associate Property Services Specialist (Limited Duration)Job Function Summary In this role, the Associate Property Services Specialist will work three main areas: Customer Jobs: Oregon's residential and customer load growth has been increasing consistently over the last decade. For each new home, subdivision, condominium, and business, Property Services is engaged to acquire easements or other rights. As residential population and density increase, the easements are more complex and heavily negotiated. Failure to obtain easements puts PGE at risk for relocation costs and/or litigation. This is a limited duration role at PGE, with an expected duration of two years from date of hire. Key Job Information Associate Property Services Specialist 6256 Grade 6 Career Level: P2 Intermediate: Requires expanded professional-level knowledge and experience in own area; incumbents continue to acquire higher-level knowledge and skills Builds knowledge of the company, processes, and the customers Solves a range of straightforward problems Analyzes possible solutions using standard procedures Receives a moderate level of guidance and direction Requires expanded conceptual knowledge in own area of expertise while developing additional skill sets Key Responsibilities The position will focus on the acquisition of real property interests, specialized permitting and responses to internal, jurisdictional and customer inquiries within the various regions. This role is critical to address daily operational needs and customer requests and will allow the Property Rights department to better meet project timelines and provide better customer service in the process. * Under general guidance, completes financial feasibility studies; participates in determining compensation for real property at fair market value or in establishing compensation rates; negotiates and completes financial transactions to purchase easements, rights of way, permits and other land rights in accordance with management approvals; sells real estate and grants easements as directed; for assigned projects, tracks, manages data for and reports on transactions; ensures project stakeholders and members are fully informed about property acquisitions and dispositions. * Performs all permitting required for assigned projects; secures permits and easements in accordance with federal, state and local regulations; assists in reviewing and preparing agreements, permits, applications for use and other similar documents; develops and maintains easement and permit document retention procedures. * Responds to commonly occurring external customer real estate inquiries; researches and responds to more complex inquiries; assists in resolving and managing disputes resulting from property trespass, encroachments and damage claims. * Negotiate mutually acceptable contracts that meet regulatory requirement; as assigned, coordinates survey, mapping, appraisal and other Property Rights contract work. * Performs property research from title reports, GIS, surveys, appraisals and other sources to identify commonly occurring land-right issues; accomplishes zoning analysis, title review and property valuation to support creation and negotiation of easements and other agreements. * Maintains geospatial data for company's current and historical property records and developing exhibits, maps, analyses of geospatial data and reports; develops knowledge of trends and developments in the GIS field to identify application to company needs. * May participate in hearings and may participate in or lead public meetings pertaining to property rights and real estate transactions and identifies areas of concern related to protecting the corporate interest.
