Overview The Department Manager is responsible to provide overall leadership and direction for the Gas Distribution Services (GDS), Gas Emergency Response Force (ERF), and Service Line Inspection (SLI) sections. Will be responsible for the safe, timely, and efficient response to natural gas leaks, odors, and emergency notifications, including addressing and eliminating potentially hazardous outside gas leaks. Will ensure compliance with mandated gas safety regulations, including periodic inspections, service line inspections, natural gas detector (NGD) installations/replacements, gas meter programs, and leak management.
Responsibilities
Core Responsibilities
- Responsible for ensuring that Company and contractor resources are adequately staffed and trained to effectively complete requirements associated with GDS, ERF, and the SLI/NGD activities.
- Responsible for ensuring that Company and contractor resources who perform covered tasks are trained and qualified in accordance with approved Company procedures and 16 NYCRR 255.604.
- Responsible for meeting/exceeding regulatory and Company targets for response and repair to gas leak, odor, and emergency notifications, including response time, made safe time, and total/workable leak backlog.
- Responsible for compliance with federal, state, and local codes and regulations, and Company specifications and procedures.
- Responsible to meet the customer expectations for prompt service restoration associated with new business accounts, upgrades and reconnection of service for various reasons associated with interruption of service.
- Responsible for the successful planning of all periodic inspections, service line inspections, and natural gas detector installation/replacement by efficiently bundling, scheduling, and routing work.
- Provides guidance to the GDS Manager and SLI/NGD Field Operations Planner to ensure conflicts between the different work streams does not impact customers, mandated programs, or emergency response.
- Conducts financial reviews of productivity reports and makes appropriate corrections that ensure accurate accounting of O&M and capital expenditures.
- Evaluates the performance of subordinates and takes action to develop/improve individual or group performance, productivity, and efficiency while maintaining an inclusive workspace.
- Oversees monthly union/management meetings and ensures efficient follow-up to resolve issues.
- Represents the department at customer meetings and meetings with other stakeholders.
- Performs other related tasks and assignments as required.
Qualifications
Required Education/Experience
- Bachelor's Degree and 8 years full time related experience.
Relevant Work Experience
- Minimum of five (5) years supervisory experience. Required
- Experience must include knowledge of how practices, procedures and specifications affect Planning, Safety and Environmental excellence. Required
- Must have knowledge of eGIS, Adapt, and CORE, in addition to competency in Microsoft Office (including Microsoft Project). Required
- Must have experience in budgeting and the accounting reconciliation process. Required
- Must have experience in reviewing and approving Blanket Purchase Agreement (BPA) requisitions in Oracle. Required
- Must be well organized, detail oriented, flexible to handle multiple assignments and meet deadlines. Required
- Must possess superior oral and written communication skills and be able to effectively interact with customers, support staff and various levels of management. Required
- Must possess strong leadership skills and initiative to champion change and have the ability to influence others in order to improve the management process. Required
- Must be computer literate, have excellent technical skills and a proven record of leadership, communication and organizational skills that are needed to motivate and direct personnel. Required
- Must be able to exercise independent judgement and possess the ability to render sound business decisions.

Additional Physical Demands
- The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
- Must be able and willing to travel within the Company service territory as needed.
