Job Summary
The Environmental Health Inspector is responsible for overall coordination of environmental and safety aspects of maintenance and construction projects. Performs lead risk assessments, lead-based paint inspections and lead abatement oversight. Provides certified asbestos project designs, supervision, management planning, and inspection under their signature. Represents the Department of Facilities and Maintenance Services with respect to environmental and safety compliance. Under the direction of the Environmental Health and Safety Supervisor, performs inspections, conducts testing, provides evaluations and issues reports regarding environmental activities. Wage: $69,326 - $99,749 (12-month position)

Knowledge, Skills and Abilities:
- Possess a working knowledge of applicable regulations including, but not limited to: USEPA, OSHA, DOT, WDNR, WSPS, and WDHS
- Demonstrate experience in writing technical reports as well as general correspondence. Effectively communicate technical and legal information both verbally and in writing.
- Analyze complex and difficult problems involving frequent changing conditions and under time restraints.
- Monitor outside contractors and 10 or less laborers or other trades workers as assigned.
- Must have adequate computer skills in Microsoft Office suite software and managing database information.
- Must have adequate AutoCAD skills.
- Good physical condition as evidenced by successful completion of City of Milwaukee medical examination, including cardiopulmonary assessment.
- Must be able to handle multiple projects and see them through to completion.
- Must be able to work with a diverse population of customers.
- Ability to work cooperatively as well as independently is necessary.
Working Environment:
- Typical office or school environment as well as construction/remediation/abatement sites.
- May be required to travel around the city of Milwaukee.
Physical Demands:
- Must be able to wear various personal protective equipment including respirators. Maintain a clean-shaven face as required by negative pressure respirators.
- Climb and work at heights, in tunnels and confined spaces.
- Work in hot, dusty, odorous and noisy environments; and operate complex testing equipment.
Qualifications
Education Requirements:
- Bachelor's degree in chemistry, physical science, environmental health, engineering, or related field from an accredited college.*
- Valid State of Wisconsin motor vehicle operator's license and availability of a properly insured personal vehicle at time of appointment and during employment.
Experience Requirements:
- Must have at least five years of proven experience in contract enforcement and managing major environmental projects including asbestos, lead, sub-surface contamination, indoor air quality, and hazardous materials.*
- Ideal candidates are state certified as an Asbestos Inspector, Asbestos Supervisor, Asbestos Project Designer, Asbestos Management Planner, and a Lead Risk Assessor at the time of application. The ability to obtain all asbestos and lead certifications within one year of appointment may be considered for highly qualified candidates.
- Additional experience within a school setting of conducting asbestos building inspections and supervising asbestos abatement projects is desired.
- Additional experience is desired within a school setting of conducting asbestos management planning and asbestos database management is desired.
- Additional experience conducting environmental site assessments, coordinating the disposal of hazardous materials other than asbestos, conducting indoor air quality investigations and completing SARA Tier II reports is desired.
*A combination of education and experience may be substituted in lieu of a degree.
Responsibilities
- Performs lead inspections and risk assessments in compliance with Wisconsin Department of Health Services 163 (DHS 163) regulations.
- Manages environmental and safety projects involving repair, renovation, and construction of buildings and equipment. Prepares request for proposal bid documents which include drawings and specifications, develop the scope of work and phased project schedules for projects that includes evaluating bids and providing a recommendation. Reviews scope changes, change order requests, payment requests, and contractor submittals for approval.
- Prepares cost estimates for environmental projects.
- Works with design consultants/engineers in the development and review of construction documents.
- Recommends means and methods to achieve compliance with applicable regulations while interacting with hazardous materials.
- Monitors the Department of Facilities & Maintenance Services staff for compliance with existing safety regulations including, but not limited to: confined spaces, hazard communication, personal protective equipment, respiratory protection, emergency response, and radiation safety. Updates existing MPS safety programs and develop new programs as needed.
- Coordinates disposal of various waste streams in compliance with regulations.
- Investigates environmental complaints received from MPS administrative staff, teachers, and parents, and issue technical reports of findings. Designs and executes remediation activities as required.
- Updates floor plans in AutoCAD in response to building renovations in order to maintain compliance with AHERA mandated timelines.
- Conducts asbestos bulk sample analysis per EPA 600/R-93/116 methodology utilizing a microscope equipped for Polarized Light Microscopy Dispersion Stain analysis.
- Maintains a complex asbestos database of samples, materials, training records, abatement activities, construction zones, etc. for all MPS AHERA facilities.
- Compiles and maintains data regarding testing of painted surfaces for lead, testing of potable water for lead, and testing for lead dust hazards using dust wipe test results.
- Monitors safe work practices of outside contractors used to abate or remove hazardous or regulated materials (i.e., asbestos, lead, fuels, etc.).
- Inspects MPS facilities for chemical and physical hazards, and coordinate remediation activities.
- Inspects for city, state, and federal violations in such areas as toxic and hazardous substances, water supply, noise, and other environmental issues.
- Conducts technical field investigations into environmental quality and for workers health and safety with the use of specialized technical equipment.
- Conducts air quality tests to document the presence and magnitude of both chemicals, substances, and other parameters that may adversely impact air quality and MPSs compliance with applicable regulations.
- Conducts supplemental training for MPS staff in removal of asbestos containing materials and assists as needed.
- Conducts training for respirator use and other personal protective devices.
- Assists in the monitoring of Permissible Exposure Levels of the Department of Facilities and Maintenance personnel.
- Maintains and calibrates equipment used for sampling, monitoring and personal protection.
- Serves as MPS's Radiation Safety Officer (RSO) for its SciAps XRF Analyzer.
- Actively supports the MPS Strategic Plan.
- Performs other duties as assigned.
