- A strong foundation in compensation strategy and program design, with a passion for data-driven pay practices
- Proven experience writing, editing, and consulting on job descriptions across a range of roles and levels
- Experience performing salary offer analysis for new hires, promotions, and other pay adjustments.
- Advanced analytical skills with the ability to turn complex data into clear, actionable insights
- In-depth knowledge of the Fair Labor Standards Act (FLSA) and other relevant compensation-related laws
- Experience supporting compensation cycles such as annual merit reviews and incentive/spot award programs
- Working knowledge of compensation surveys, market pricing tools, and job leveling methodologies
- Excellent verbal and written communication skills with the ability to advise stakeholders at all levels
- A continuous improvement mindset and a strong sense of urgency, accuracy, and accountability
- Experience working with HR systems (HRIS, ATS, ERP) and advanced Microsoft Excel skills (pivot tables, formulas, modeling)
The ideal candidate will have:
- Bachelor's degree in Human Resources, Business Administration, Finance, or a related field
- Minimum of three (3) years of HR compensation experience, including:
- Designing, analyzing, and implementing employee compensation structures and strategies
- Using analytical tools and techniques for compensation reporting and decision-making
- Working knowledge of federal, state, and local compensation laws and the FLSA
- Experience with Microsoft Office Suite, especially Excel
- Experience writing and editing job descriptions (highly preferred)
- Experience in a public organization or large enterprise (preferred)
- Compensation or HR certification (e.g., CCP, SHRM-CP, SHRM-SCP, PHR, SPHR) is a plus

Job Purpose: The Compensation Analyst will support the design, analysis, and administration of various employee compensation programs that enhance the strategies for recruitment and retention of top talent through compensation analysis, market pricing, job evaluation, and job description development. Supports the consistent and compliant application of OUC's compensation practices in alignment with the overall compensation philosophy. Primary Functions:
- Analyze and coordinate the implementation and maintenance of OUC's compensation programs, to include internal/external compensation review, market survey participation, job evaluation, benchmarking and placements; job design and leveling.
- Write, edit and review job descriptions ensuring accurate depiction of work being performed, alignment across OUC, and compliance with related regulations and policies.
- Participate in job pricing and formulation of recommendations for pay grade placement.
- Provide consultation to managers and supervisors on job market pricing and integration into the current compensation structure.
- Engage in salary offer analyses to ensure consistency and alignment in placements of new and current employees. Provide guidance and consultation to Talent Acquisition and various Business Units regarding salary determination process and rationale behind placements for new hires, promotions, transfers, etc.
- Performs compensation-related data analytics, research and process audits to optimize business processes, ensure consistency, and validate data.
- Support the job and position control functions, including job analysis, pay structure design, pay grade analysis and placements, position leveling and publication of salary schedules.
- Participate in the analysis and implementation of the annual merit process and spot award programs, creating and maintaining data files, preparing reports and analysis, validating data and providing payout information to appropriate departments.
- Review and maintain compensation reports utilized throughout the organization; manages the maintenance of salary schedules, job codes, titles and pay grades.
- Triage and manage all compensation related inquiries and concerns to ensure quick, fair, and collaborative resolution; Escalates to department leadership as appropriate.
- Assist with cost analysis of compensation programs, to present costs and budget impacts of compensation decisions. This includes analyzing, testing the integrity of programs and preparing required costing spreadsheets and exhibits as needed.
- Support the administration of compensation related training programs and communications associated with change management.
- Participate in process improvement audits and initiatives to streamline operations, improve the use of technology, and improve benchmarking and accountability; reduce redundancies and improve quality, accuracy and timeliness of information processing; recommend and implement programs to increase both operational effectiveness and efficiencies;
- Identify, research, and implement requirements under the Fair Labor Standards Act (FLSA) and other regulations related to compensation; ensures processes and recommendations are in compliance with federal, state and local laws and internal audit requirements;
- Perform other duties as assigned.
Technical Requirements:

- Advanced analytical skills, with a track record of identifying issues and formulating solutions, and managing a variety of concrete variables where only limited standardization exists;

- Compile and report on both quantitative and qualitative data;
- Assess business and financial impact of compensation recommendations and decisions;

Education/ Certification/Years of Experience Requirements:
- Bachelor's Degree in Business Administration, Accounting/Finance, Human Resources or related field from a publicly accredited college or university;
- Minimum of three (3) years of HR compensation experience to include:
- Design, analysis, and implementation of employee compensation structures, programs, and strategies;
- Experience with analytical and quantitative tools used for compensation administration and reporting;
- Experience writing, editing and consulting on job descriptions (preferred).
- Public organization experience (preferred).
- SHRM or HRCI Certified Professional (SPHR/PHR or SHRM-CP/SHRM-SCP), Certified Compensation Professional (CCP), or similar HR certification (preferred).
