WHO WE ARE

The Metropolitan Council's Community Development division is accepting applications for 2 Data Systems Analyst 3 positions, both long-term temporary (up to 2 years) and benefits eligible.

The Community Development division is responsible for the Council's regional long-range planning efforts; planning and technical assistance to local governments; planning for and funding the regional parks and open space system; delivering rent assistance through the Metropolitan Housing and Redevelopment Authority; and delivering the Livable Communities Act grant programs.

The Community Development research department develops, disseminates, and analyzes quantitative and qualitative data about demographic trends, development patterns, climate change, parks visitation, equity, and the regional economy. We believe research can improve the lives of residents in our region, and see our skills, creativity, and platforms as resources to further shared understanding about regional issues that matter.

How your work would contribute to our organization and the Twin Cities region:
The Data Systems Analysts (DSA 3) will join a collaborative, interdisciplinary team of 20 data scientists, economists, ecologists, qualitative and climate researchers. The DSA 3s will develop and interpret business needs and requirements, documenting the functional design of a system and creating system documentation and user training materials. Given the business functions and systems specific to the research department, the best-qualified candidates will also have technical knowledge and skills in database management systems, data modeling, and data integration.

DSA 3 positions directly support the research department's ability to provide the public and agency with accurate, timely, and accessible information and trends about the region. Further, they will advance innovation across the community development division through the design and implementation of a new cloud database management system, modernizing the key data infrastructure that underlies the department's public-facing interactive tools, such as Community Profiles.

This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin.

What you would do in this job

Develop new data infrastructure

  • Design conceptual, logical, and physical data models in a new enterprise-wide Microsoft Azure Databricks open lakehouse hub-and-spoke environment to support internal and external applications
  • Collaborate with subject matter experts within the research department to facilitate the migration of legacy data pipelines; develop and document roadmaps
  • Coordinate with enterprise architects in the Information Services division to establish naming, versioning, and change management conventions
  • Implement automated data-quality tests, lineage capture, and metadata publishing
Project management and coordination
  • Learn about the research department's business functional areas to understand system requirements and to coordinate data and analysis needs
  • Assist in defining project scope, objectives, project deliverables, and critical target dates
  • Facilitate project team meetings, direct and coordinate the activities of other staff involved in systems, maintain and communicate project schedules risk logs and status reports
  • Work with Information Services staff in the analysis, design, configuration, testing and maintenance of systems
  • Monitor various databases and datasets used in the department for data validity; resolve data and application issues and improve data quality in collaboration with subject matter experts
Knowledge transfer
  • Apply analytical methods to develop or update the information needed to evaluate current operations such as work distribution charts, flow charts, and process mapping
  • Produce technical documentation and train research staff in use, customization, and integration of Databricks with other data platforms and assets
  • Support technology governance through participation in committees and working groups

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of education (in Computer Science, Management Information Systems (MIS), Computer Engineering, Database Systems, Data Science, or related) and experience in data engineering or architecture, data systems management, BI or software application development, or applied data modeling, or related analytical experience:

  • Master's degree and 2 years of experience
  • Bachelor's degree and 4 years of experience
  • Associate's degree and 6 years of experience
What additional skills and experience would be helpful in this job (desired qualifications):
  • Experience with or accreditations/certifications in Microsoft Azure Databricks or Azure Data Lake Storage

  • Experience with or certifications in Tableau (Architect or Data Analyst)
  • Expert or proficient SQL
  • Knowledge of R and/or Python
  • Knowledge of geospatial analytics (Spatial SQL, ESRI ArcGIS)
  • Knowledge of data catalog and governance frameworks

Knowledge, skills, and abilities necessary for this position:
  • Depth of knowledge in data modeling and database design; sound understanding across all phases of data modeling, from conceptualization to database optimization and integration concepts
  • Knowledge of business objects and an understanding of data modeling principles (data vault and dimensional modeling) and methods to drive technology optimization and architecture recommendations
  • Knowledge of the application development process and use of programming and scripting languages, including proficient SQL, R, and Python
  • Advanced computer skills in word processing, complex spreadsheets, and database management
  • Strong written and verbal communications skills, including the ability to write reports, business correspondence, and procedures for non-technical audiences and to instruct users with a range of skill levels in the use of databases and applications
  • Ability to interpret and apply mathematics and statistical methods and procedures
  • Ability to work independently and in a team-orientated, collaborative environment
  • Ability to be flexible during times of change, to conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities
