Position Summary:

Applied Training Solutions, LLC is seeking a qualified Cost Unit Specialist to support incident financial operations. This role is responsible for compiling, analyzing, and maintaining cost data during emergency incidents. In coordination with the Division's Finance section, the Cost Unit Specialist ensures that equipment and personnel requiring payment are properly identified, costs are accurately recorded, and financial estimates are prepared and communicated to command staff.

Key Responsibilities:




  • * Coordinate with the Division's Finance section to provide cost analysis data for an incident





  • * Ensure that equipment and personnel for which payment is required are properly identified





  • * Obtain, record, and maintain accurate cost data throughout the incident





  • * Prepare and analyze cost estimates to support planning and response decisions





  • * Track and report actual costs of all assigned resources





  • * Assist with documentation required for reimbursement or audit purposes





  • * Support cost tracking for vendor contracts, personnel, and equipment





  • * Collaborate with the Finance/Admin Section Chief and other finance personnel





  • * Ensure compliance with applicable federal, state, and local financial procedures




Basic Qualifications:




  • * 3+ years of work experience in a cost analysis, financial tracking, or related role





  • * Working knowledge of state statutes, rules, and codes





  • * Florida Certified Contract Manager (FCCM) or equivalent certification





  • * Strong analytical and organizational skills





  • * Proficiency with Microsoft Excel and cost tracking software





  • * Ability to communicate clearly and work collaboratively in high-pressure environments





  • * Must be a U.S. citizen




Preferred Qualifications:




  • * Experience working within an ICS or EOC finance team





  • * Knowledge of FEMA cost documentation and reimbursement procedures





  • * Familiarity with cost estimating tools used in emergency response





  • * Experience with government or emergency management financial operations

  • * Performance Location: On-site while on assignment (location TBD)

  • * Travel Required: Yes - up to 100% while on assignment




Working Environment:

The usual work environment is an office or EOC setting at a location determined by assignment. The role may involve occasional lifting of computers and equipment (generally not exceeding 50 lbs.), typically in connection with off-site transport. Travel regularly includes locations throughout the continental United States and its territories. Duties may involve extended work periods beyond 12 hours per day, work in outdoor/austere conditions, and prolonged driving to work sites.
