Subcontracts Administrator REMOTE MUST: Experienced Subcontracts Administrators 5-7 years related experience administering /subcontracts, administration using a variety of contract types working for a Government Subcontractor Req experience with a Purchasing system, Deltek Costpoint understand and know how to use Costpoint or ERP. Required experience and working knowledge of the Federal Acquisition Regulations (FAR), other departmental FAR Supplements (e.g., VAAR, DFARS) Required Proficient knowledge of legal requirements pertaining to relevant contracts. Excellent organizational, analytical, problem solving, and negotiation skills/techniques Outstanding communication and interpersonal skills, both written and verbal Excellent reading and comprehension skills Proficient with MS Office Excel, Word, and Power-Point Experience with the following: Compiling, documenting and assisting with conducting award process to suppliers. Processes NDAs and TAs with potential subcontractors Supports subcontractor data calls, drafts and issues RFPs, develops source selection criteria, Executes subcontracts incorporating clauses, terms and conditions, technical specifications, statements of work and other certification and representations, and maintains compliant subcontract files in accordance with established procedures and FAR guidelines. Assist post-award contracting actions as required, including subcontract modifications and closeout activities. Create and maintain approved purchasing system file documentation in accordance with established Procurement Process and procedures Assists all internal and external audits (CPSR) and provides program support to both internal and external customers. Maintains the subcontract file content for responsible programs Bachelors degree (or equivalent experience) in business administration, mathematics, accounting, or economics. DUTIES: Will position, execute, and administer various types of Subcontracts, Orders, and Agreements cradle-to-grave, ensuring compliance with corporate policies and procedures, legal guidelines, flow down clauses, and customer requirements Assist in evaluating request for proposals (RFPs), reviewing contract terms and conditions, clauses and applicability. Assist with identifying and developing RFPs and responding to Request for Information (RFI). Assist with gathering data and tracking of the review, analyzing and negotiation of supplier proposed terms and conditions and pricing submissions to determine source selection and fair and reasonableness determinations. Assists in processing non-disclosure and teaming agreements Compiling, documenting and assisting with conducting award process to suppliers. Develop a working relationship with different business teams to stay on top of requirements through regular meetings, emails, and other forms of communication Performs other duties assigned.
