Overview

The Utility Operator 1 position is an entry level utility operator position supporting our Construction department. This position will require direction for performing the functions in the Valve Crew, Leak Crew and Meter Shop, excluding USA & Governmental, heavy equipment operation (backhoe, dump truck, etc), and crew lead positions which are performed by more experienced department personnel.

Work Location and Schedule

  • Primarily based at our Covina, CA office
  • Regular business hours: Monday through Friday 7:30am - 5:00pm.
  • May require overtime, nights and weekends as needed
  • May require local travel to other locations within our service areas in Southern California

What You'll Do

This position will be willing and able to perform the following duties and others as assigned:



  • Leak Crew - Deep Excavation Repairs

    • Perform water system repairs requiring excavation.
    • Operate tools (jackhammer, saws), pumps, and install repair parts.
    • Restore site conditions including landscape and cleanup.


  • Meter Shop - Shallow Excavation Repairs

    • Repair/replace leaking meter assemblies and small/large meters.
    • Perform hand excavation and dewatering.
    • Document meter reads and serial numbers accurately.
    • Support Lifeline program with inspections and repairs.


  • Valve Crew - Valve Operation & Inspection

    • Operate valve trucks and pneumatic tools.
    • Inspect and maintain valves using GIS and as-builts.
    • Document inspection results and maintain equipment.


  • Equipment Operation & Maintenance

    • Operate and maintain crew trucks, BMP trailers, and compressor trailers.
    • Ensure vehicles and equipment are clean, functional, and stocked.


  • Safety & Compliance

    • Follow all safety protocols including confined space entry, trench safety, and PPE usage.
    • Comply with water quality, stormwater, and environmental standards.
    • Attend safety meetings and report hazards.


  • Team Support
    * Assist other crews as needed.

What You'll Bring

Experience



  • 1 year of experience performing construction activities or working for a utility.



Education / Licenses / Certifications



  • 1 year of experience performing construction activities or working for a utility.
    CDPH Distribution Operator 1 within 2 years of hire



Knowledge, Skills, and Abilities



  • Strong analytical skills, ability to use thinking and reasoning to eectively identify and solve water quality problems
  • Moderate experience with Microsoft Oce 365 suite including Microsoft Excel, Word, Outlook, SharePoint, and PowerPoint
  • Eective verbal and written communication skills
  • Moderate knowledge of water distribution systems, parts, and repair methods. Able to locate underground facilities and perform system shutdowns.

Work Environment and Conditions

  • Employee works outdoors and at plant facilities
  • Employee may be subject to adverse weather and environmental conditions, including temperature extremes, humidity and precipitation; noise and vibration from heavy equipment; exposure to physical hazards from equipment with moving parts, high voltage electrical equipment, hazardous chemicals, bacteria in wastewater.
