HJF is seeking a Project Manager III to support CGHE, located at the Rockledge Oce in Bethesda, MD. Designated as the principal manager responsible for oversight of CGHE's USINDOPACOM Medical Readiness Partnership Project in support of NDAA Section 735. The Project Manager is responsible for providing knowledge and expertise to facilitate activity implementation and compliance with strategic intent. The major role of the Project Manager is to support the implementation and execution by providing program and project management, human capital management, nancial oversight, and relationship management.

This position will be in support of the Uniformed Services University of the Health Sciences (USU) Center for Global Health Engagement (CGHE), a federal entity which works to lead, integrate and synchronize the University's contributions to Department of Defense (DoD) defense health partnerships and national security objectives by providing a hub for thought leadership and knowledge, strategic communications and outreach, operational support, research, and capability integration of education, training and planning. HJF provides direct scientific, technical and programmatic support services to CGHE.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike.
Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.


Responsibilities

  • Participates in decision-making processes with CGHE's senior leadership - including CGHE's Director and/or Principal Investigators (PIs) - related to the project or overarching Section 735 activities and engagements.
  • Supports the facilitation of project information flow between senior leadership and CGHE team members, USU Departments, the HJF Home Office, and relevant DoD stakeholders.
  • Supports the translation of operational guidance into tactical plans including Plans of Action and Milestones (POA&Ms), Project Narratives, timelines, budgets and other accompanying documentation.
  • Oversees any coordination with the USU Institutional Review Board (IRB) and ensures appropriate Research Compliance rules and regulations are adhered to on project evaluation and engagement activities.
  • Establishes and grows project collaborations/relationships with CGHE personnel, as well as potential USU and external stakeholders, including identifying opportunities to collaborate on scholarly publications and facilitating the approval processes.
  • Identies opportunities to collaborate on project initiatives internally across CGHE's functional domains, USU, as well as externally.
  • Responsible for developing and overseeing consultant, contract, and vendor agreements to include performance monitoring, deliverable acceptance, and closeout.
  • Develops and implements project management activities to maintain stakeholder relationships including project planning, strategic communication and product development.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for the role.

Qualifications

Education and Experience

  • Bachelor's Degree or Master's Degree in Public Health, Public Policy, or a related field preferred.
  • Minimum of 6-8 years experience required.

Required Knowledge, Skills and Abilities

  • Strong knowledge of organization objectives.
  • Familiarity with defense health partnerships and security cooperation.
  • Familiarity with DoD/USG policy and guidance.
  • Strong proficiency in office automation to include Microsoft Office and Google platforms.
  • Ability to work independently, using sound judgment to solve problems.
  • Excellent organizational skills and attention to detail.
  • Ability to coordinate many complex systems and programs at the same time.
  • Excellent verbal and written abilities to communicate in research and acquisitions contexts, to include a working understanding of the DoD, program management, and global health lexicons.
  • Ability to work in a cross-functional capacity, with strong interpersonal skills.
  • Ability to work in a dynamic environment with senior military officers, federal civilians, and contractor personnel.
  • US Citizenship and the ability to obtain and maintain a T3/Secret background clearance.

Physical Capabilities

  • Lifting: Requires lifting materials up to 10 lbs.
  • Ability to stand or sit at a computer for prolonged periods.

Work Environment

  • This position will take place primarily in an office setting.

Compensation

  • The annual salary range for this position is $73,800 - $100,000. Actual salary will be determined based on experience, education, etc.
