JOB SUMMARY: The Program Systems Engineer (PSE), Manager, Systems Engineer is a fully qualified practitioner, functioning as the technical manager on assigned programs. The Senior Systems Engineer provides advanced technical leadership and systems engineering for the design, development, and integration of complex hardware and software systems. Using in-depth professional knowledge and experience, this role will oversee complex issues, developing solutions in creative and effective ways. The Senior Systems Engineer will guide projects through the entire system lifecycle, ensuring alignment with customer needs and company objectives. Additionally, this role requires the ability to influence internal and external stakeholders while adapting communication styles to complex organizational challenges. ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Define project concepts, develop objectives, and manage project resource needs.
- Manage the Integrated Master Schedule (IMS), budgets (burn rates, Earned Value, Estimate-at-Completion), technical performance, and subcontractors while ensuring compliance with contractual requirements.
- Execute systems engineering work products through all levels of the project and workflow through the product development teams.
- Execute the application of existing principles while contributing to the development of new policies and ideas. Leverage cross-disciplinary expertise to advance the organization's technical capabilities.
- Direct technical teams in requirements decomposition, system design, development, and integration efforts. Provide advanced technical oversight on project execution, ensuring that all system requirements, architectures, and designs align with customer and contract specifications and are decomposed through all system levels.
- Tackle complex issues using advanced analysis and problem-solving skills. Adapt existing methodologies and develop new approaches to address system challenges, ensuring high-quality outcomes.
- Serve as a technical consultant and project/program-level subject matter expert, advising internal teams and customers on complex matters. Collaborate across departments and with external stakeholders to ensure system solutions meet both technical and operational requirements.
- Act as a liaison with customers and external partners, providing technical direction, influencing solution strategies, and ensuring customer satisfaction.
- Mentor junior team members, fostering technical growth and leadership development within the engineering team.
- Lead risk assessments, trade studies, and system modeling to support decision-making and ensure that technical risks are mitigated throughout the project lifecycle.
- Lead the development of system verification and validation plans, ensuring all system elements meet performance standards and customer requirements.
- Actively contribute to proposal efforts, offering technical advice, developing system architectures, and preparing cost estimates.
- Stay abreast of emerging technologies and industry trends. Actively participate in the refinement of systems engineering processes and practices, promoting continuous improvement and innovation.
- Develop relationships with key partners, ensuring effective collaboration and communication to meet project objectives.
- Manager personnel supporting the program in all administrative tasks to include timecards, performance management, talent management, and talent development.
GENERAL DUTIES AND RESPONSIBILITES:

BACKGROUND AND EXPERIENCE:
- Minimum of 8 years of related experience with a Bachelor's degree, 6 years with a Master's degree, or 3 years with a PhD, or equivalent experience.
- Advanced knowledge of systems engineering principles, including system design, integration, testing, and lifecycle management.
- Demonstrated ability to solve complex and difficult system design problems through creative and effective methods.
- Strong technical leadership experience on complex programs.
- Experience managing complex projects, including budget, schedule, and performance oversight.
- Strong written and verbal communication skills, with the ability to convey complex technical concepts to both technical and non-technical audiences.
- Experience collaborating across departments and with external stakeholders, using persuasive communication and negotiation skills.
- Experience with Automated Fare Collection (AFC) and/or Transportation Systems (hardware and software) is highly preferred.
- Experience in test automation (e.g., JUnit/TestNG, Selenium, TestComplete, Jenkins, TestRail) and programming languages such as Java or Python.
- Experience with following standard testing processes and utilizing tools like Linux, Windows, and knowledge of XML, SQL, and API testing (SOAP, REST).
- Proficiency with systems modeling tools such as UML, SysML, and DOORS, and familiarity with PCI-DSS, NIST compliance, and ISO standards.
- Experience managing direct reports in a technical environment.
- Willingness to travel domestically and internationally as needed to meet customer and project requirements.
Cubic Pay Range: $145,000.00 - $195,000.00 + benefits.
The Cubic pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
