Position Title: COMMUNITY EARLY LITERACY SPECIALIST

FLSA Status: Non Exempt
Bargaining Unit: Classified, OSEA
Compensation: Classified Salary Schedule - RANGE U
$33.72 - $40.29 per hour; DOE
FTE: 1.0 FTE - 8 hours per day
WORKDAYS: 230 days per year

GENERAL DESCRIPTION:
This position serves as the lead program implementer for the Community Early Literacy Success program initiatives and partnerships across the NW Early Learning Hub region.
The Community Early Literacy Specialist is an exciting new role at NW Early Learning Hub. The specialist will work to improve early literacy outcomes for students, aged birth through grade 3, by embedding literacy supports in various settings, outside the classroom. This regional work will take place in settings throughout the NW Early Learning Hub region (Clatsop, Columbia and Tillamook counties).

Chief responsibilities include the development and implementation of partnerships with community-based extended hours programs to launch early literacy learning opportunities in the community, including high-dosage tutoring programs, parent education series, and family engagement events. The Specialist will engage diverse community stakeholders in the development of local plans and contracts. The position requires some flexibility in scheduling to meet the needs of the project through occasional meetings and events on Saturdays and in the evenings.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. 1. Bachelor's Degree in Early Childhood/Elementary Education/Child Development preferred. An equivalent
combination of education and experience beyond minimum considered
2. Minimum of three years of work experience in early childhood education or elementary education settings.
3. Background and Criminal History Verification clearance
4. Possession of a valid Oregon driver's license
5. Ability to work flexible hours, including evenings and weekends as may be required

KNOWLEDGE, SKILLS, and ABILITIES:
1. Demonstrated ability to collect, analyze and interpret different types of data
2. Ability to follow oral and written instructions.
3. An understanding of the needs, challenges and barriers faced by rural residents, Latino and/or immigrant families as they relate to accessing and engaging with institutional systems.
4. The ability to work with minimal supervision and adapt to rapidly changing situations.
5. Experience coordinating with local and state agencies, working with issues pertaining to quality from parent, provider and/or community perspective.
6. Extensive knowledge of early learning standards, including Early Literacy foundations and best practice include state and national trends.
7. Demonstrated ability to facilitate groups in meetings and workshop settings.
8. Demonstrated ability to work harmoniously with others and provide consultation and professional development to other professionals/teams.
9. Possess organizational skills for effectively prioritizing and managing multiple tasks, demonstrating initiative and problem solving skills.
10. Intermediate computer skills to carry out the functions of the job, including experience using and managing databases (ability to manipulate data, design and run reports, etc.), proficient in Microsoft suite including Word, Excel, PowerPoint and Outlook.
11. Strong working knowledge of spelling, punctuation, capitalization, word usage and sentence structure of the English language.
12. Bilingual/Bicultural preferred (bilingual is defined as fluency in reading, writing and speaking English and one or more additional languages).
13. Ability to advocate for the needs of underserved populations.
14. Ability to maintain the integrity of confidential information and ability to respond sensitively to questions about student, family and staff matters.
15. Such alternatives to the above qualifications as the Administration may deem appropriate and acceptable.

ESSENTIAL FUNCTION: Include the following. Performs some or all of the following tasks. Other Duties may be assigned . The duties listed below are not inclusive, but characteristic of the type and level of work assigned for this position.
A. Develop, implement and report on execution of community-based high-dosage tutoring program(s) for students in grades K-3.
B. Develop memorandum of understandings with partner school districts, community-based organizations, and other partners.
C. Participate in various meetings and advisory groups for the purpose of receiving or sharing information and advocating for families.
D. Organize and implement a comprehensive system of support to meet the diverse needs of all families, including coordination of Spanish-language summer programming.
E. Effectively manage workload and allocation of resources.
F. Coordinate engagement opportunities for collecting parents and community input.
G. Plan, organize and/or facilitate or lead discussions with families, partners and/or in group settings pertaining to Early Literacy.
H. Engage in strategic planning that features the integration of parent and community voice, assessment of local needs, and educational best practices.
I. Use data analysis and strategic planning to assess support needs and select and provide technical assistance in implementing initiatives in alignment with that plan.
J. Monitor programs administered by community partners.
K. Collect and report data in accordance with policies and procedures outlined by NWRESD and funders.
L. Collaborate with NW Parenting Program Specialist and community partners to expand culturally-relevant parenting education opportunities, such as Abriendo Puertas.
M. Act as a resource to the agency and the community in relation to early literacy topics.
N. Maintain data and records, and provide annual reporting to ODE.
O. Perform other duties and responsibilities as assigned.
